REMINDER: New Construction Safety Training Requirements

Local Law 196 of 2017 will require that workers at various types of construction sites receive site safety training. This training will begin to be required starting on March 1, 2018. On March 1, 2018, workers must receive, at a minimum, the following training: an OSHA 10-hour class, or an OSHA 30-hour class, or a 100-hour training program approved by the Department.

The Department is hosting series of information sessions to provide guidance regarding the requirements of the legislation. See the schedule below for dates and links to register. Space is limited; the events are free but an RSVP is required.

DOB Lends a Hand in Puerto Rico

DOB is proud to share the story of our team of volunteers who assisted in disaster recovery operations in Puerto Rico following Hurricane Maria. Fourteen DOB employees with specialties in engineering, architecture, construction, plumbing, and elevators were dispatched to San Juan in early October as part of a larger City contingent to inspect and evaluate the integrity of residences and vital structures such as government buildings, schools, police precincts, and hospitals. In addition, DOB’s GIS analysts worked from our offices in NYC to develop an accurate map of structures on the island that is still being used to provide real-time information to government and recovery workers on the ground.

UPDATE: 2016 New York City Energy Conservation Code

2016 New York State Energy Conservation Construction Code, based on the 2015 International Energy Conservation Code and ASHRAE 90.1-2013 – as modified by the State of New York, went into effect on October 3, 2016. Adopted as Local Law 91 of 2016, the 2016 New York City Energy Conservation Code (NYCECC), based on the State Code and further modified, also went into effect on October 3, 2016. Legislation is currently pending with New York City Council to amend the 2016 NYCECC based on recent changes made by the NYS Supplement. Please visit our website periodically for updates.

In addition, the New York State Energy Research and Development Authority (NYSERDA) is sponsoring Energy Code trainings for Architects and Engineers. Register today and check NYSERDA for the most up to date training programs and project assistance.

DOB NOW Year in Review

2017 was a big year for DOB NOW. We released nine additional work types in DOB NOW: Build, and boiler and façade filings in DOB NOW: Safety, and received a combined total of 90,000 filings through both systems. Stay tuned for more updates and additional work-type releases in 2018!

Disciplinary Cases

The Administrative Enforcement Unit levied $37,000 in fines issued to a contractor for failure to safeguard a construction site and failure to report a worker accident to DOB.

DOB's Brooklyn Borough Enforcement Unit fined the owner of of a synagogue $22,500 for violating various stop work and full vacate orders by continuing to hold religious services in a structurally unsound building.

Our Signs Unit issued $40,000 in fines to a business for displaying illegal advertising signage on a busy Staten Island roadway.

The Special Enforcement Team secured a 2 year suspension of full filing privileges and the permanent revocation of the Professional Certification and Directive 14 Privileges of a professional engineer for illegally filing professionally certified applications with DOB while on probation.
