MAYOR GIULIANI SIGNS BILL THAT AMENDS REGULATIONS
PERTAINING TO CONFLICTS OF INTEREST BOARD

-Remarks By Mayor Rudolph W. Giuliani At Public Hearing On Local Laws-

The next bill before me today is Introductory Number 717, sponsored by Council Member Pinkett at my request. This bill would increase the salary level that automatically requires City employees to file financial disclosure reports with the New York City Conflicts of Interest Board.

Currently, City employees who earn $68,100 or more are required to file financial disclosure reports. Due to planned salary increases deriving from collective bargaining agreements, a large number of superior officers in the Police, Fire and Corrections Departments who have not had to file in the past will receive increases that would require them to file financial disclosure reports under current law.

To prevent these employees from having to file financial disclosure reports, this legislation would raise the minimum salary level required for filing from $68,100 to $72,100. These employees were never intended to be covered by the financial disclosure laws and Introductory Number 717 will allow us to properly amend the law to continue their exemption.

For the reasons previously stated, I will now sign the bill.
