ANNOUNCES SALARY ADJUSTMENT PLAN FOR CITY MANAGERS


Mayor Rudolph W. Giuliani today announced the approval of a salary adjustment plan for City managers. The decision was based on the fact that employees in collectively bargained titles are receiving salary increases for FY '01 and '02. The increases for City managers, based on merit and performance, will either be 0%, 2% or 4% depending on the discretion of their respective Agency Head. These changes will be implemented by the issuance of the Mayor's Personnel Order No. 2001/2.

"This salary adjustment plan is a continuation of my Administration's goal to build on the reforms we undertook several years ago to improve the way in which City Agencies are managed and services are delivered," said Mayor Giuliani. "Based on merit and performance, this plan will ensure that increased productivity will be recognized and rewarded. Furthermore, the adjustment plan is consistent with the wage increases received by employees represented by collective bargaining.

"It is of paramount importance for the City of New York to be in a position to keep and attract first-rate managers to run the largest and most complex municipality in the country. Retaining the best talent in our managerial workforce can present a challenge, especially in today's competitive marketplace. I believe that this plan fairly compensates those managers who provide the kind of quality services expected from the City, and appropriately addresses potential salary compression issues," the Mayor concluded.

The managerial increase recommendations are to be forwarded from the Agency Head to a committee comprised of the Mayor's Chief of Staff, the Director of Management and Budget, the Director of the Mayor's Office of Operations and the Commissioner of Labor Relations. This committee will review each recommendation. Upon approval by the Committee, the increases will be granted and will be reflected in the payroll in either late September or October of this year.
