MAYOR GIULIANI ANNOUNCES APPOINTMENTS
TO CITY'S TRADE WASTE COMMISSION
Mastro Named As Acting Chair; Commission Offices Open
Mayor Rudolph W. Giuliani today announced the appointment of his Chief of Staff, Randy M. Mastro, as Acting Chair of the New York City Trade Waste Commission. The Commission, which has opened offices at 253 Broadway across from City Hall, was established as part of new legislation to regulate the private carting industry that the Mayor signed into law yesterday.
Mr. Mastro, who will continue to serve as the Mayor's Chief of Staff, is a former Assistant U.S. Attorney who has also spearheaded the Giuliani administration's efforts to address organized crime corruption at the Fulton Fish Market.
The Mayor also announced the appointments of the Trade Waste Commission's four other members:
- Deputy Mayor Rudy Washington, who has previously served as Commissioner of the Department of Business Services;
- Consumer Affairs Commissioner Jose Maldonado, the former Commissioner of the Department of Juvenile Justice and a former state narcotics prosecutor;
- First Deputy Investigation Commissioner Richard Mark, a former Assistant U.S. Attorney and Chief of the Civil Division at the U.S. Attorney's Office for the Southern District of New York; and
- Sanitation Commissioner John Doherty, whose department regulates transfer stations in connection with the private carting industry.
Mayor Giuliani also announced the makeup of the Commission's executive staff, which will be responsible for the day-to-day operations of the Commission. The appointments include:
- Marybeth Richroath, Deputy for Enforcement and General Counsel, who most recently served as Assistant Commissioner of the City's Department of Investigations and previously prosecuted corruption in the private carting industry at the Manhattan DA's Office;
- Claude Millman, Deputy for Rate Regulation and Litigation, who most recently served as Environmental Chief at the U.S. Attorney's Office for the Southern District of New York;
- Chad Vignola, Deputy for Operations and Licensing, who most recently served as Assistant Corporation Counsel in the City's Law Department and previously headed the U.S. Attorney's Office's successful civil RICO prosecution of the International Longshoremen's Union;
- Janice English, Deputy for Administration, who most recently served as Deputy Commissioner for Administration in the City's Sheriff's Department and previously served as Inspector General for the City's Housing Authority; and
- N.Y.P.D. Captain Michael Duffy, who most recently served in the Organized Crime Control Bureau, will head a team of 30 officers from the Police Department detailed to work with the Commission.
In all, the Commission's staff will exceed 80 people detailed from nine separate City departments, including Police, Sanitation, Consumer Affairs, Environmental Protection, Finance, Transportation, Business Services, Investigations and Health.
The Trade Waste Commission is commencing its operations immediately. Applications for waiver of the law's 30-day contract termination requirement can be obtained at the Department of Consumer Affairs, 42 Broadway (or rear entrance at 59 New Street) in Manhattan.
