MAYOR GIULIANI AND POLICE COMMISSIONER SAFIR OFFICIATE AT NYPD PROMOTION CEREMONY

Mayor Rudolph W. Giuliani and Police Commissioner Howard Safir today officiated at a promotion ceremony for 149 high ranking members of the New York City Police Department. Joining the Mayor and Police Commissioner at this morning's ceremony were Chief of the Department Louis R. Anemone and Chief of Personnel Michael Markman.

"This is a great day for you and your families, for the Police Department and for our entire city," said Mayor Giuliani. "Few police officers have a more direct and immediate impact on public safety than captains, sergeants and detectives. And you are being promoted at a historic moment. New York City is making true progress in the fight against crime. We are doing what they said could not be done -- We are bringing about dramatic reductions in crime."

"As Police Commissioner, I want to congratulate you on this very important day," said Commissioner Safir. "This is a very exciting time for the Police Department. Crime has continued to decline significantly and with the successes of the past few weeks New Yorkers have more reason than ever to call you New York's Finest. But with this promotion comes added responsibility. After today, the Mayor and I will be even more of you."

During today's ceremony at One Police Plaza, nine members of the force were promoted to Captain, 52 to Sergeant and 88 to Detective Investigator. 33 civilian members of the Police Department were also promoted to various administrative positions.
