MAYOR GIULIANI SIGNS BILL THAT AMENDS ADMINISTRATIVE CODE IN RELATION TO RESIDENCE REQUIREMENTS FOR CERTAIN CITY EMPLOYEES

-Remarks By Mayor Rudolph W. Giuliani At Public Hearing On Local Laws-

The first bill before me today is Introductory Number 611, sponsored at my request by Council Member Pinkett. This bill would amend the Administrative Code of the City of New York, in relation to residence requirements for certain City employees who have been employed at work sites outside the City.

This legislation would permit certain City employees that have worked at a regular worksite outside the City to work in the City without being required to live within the five boroughs. Specifically, the bill grants the Commissioner of the Department of Citywide Administrative Services the discretion to waive the employee residence requirement under certain circumstances if he/she deems it is in the public interest to do so. Such circumstances may include, but are not limited to, facilitating the operations of the affected agency or agencies or furthering the interest of employee relations.

Currently, the Department of Homeless Services is in the process of privatizing Camp LaGuardia, a City run homeless shelter located in Orange County. Some employees whose positions are being eliminated through this privatization may have an opportunity to continue working for the City within the five boroughs. However, under the current residence requirement, they would have to relocate into the City in order to qualify for those positions. This bill would allow the Commissioner of DCAS to determine if these employees should be given a waiver that would allow them to continue to work in and for the City without being forced to relocate. For the reasons previously stated, I will now sign the bill.
