The City requires a permit to trap pigeons. The City accepts reports of people trapping pigeons on private, commercial, or public property without a permit. The City does not accept complaints about the use of nets to collect large amounts of pigeons ("netting").
Owning pigeons is not illegal in New York City. The City does not accept complaints about people keeping pigeons in coops or as pets.
