Place of Assembly Inspection

A business owner or owner's representative can schedule a Place of Assembly or Temporary Place of Assembly inspection in order to get a Place of Assembly Certificate of Operation.

By law, the City requires a Place of Assembly Certificate of Operation for all locations where the Certificate of Occupancy shows that 75 or more people may gather indoors, or 200 or more may gather outdoors, for religious, recreational, educational, political, or social purposes.

Both the Department of Buildings (DOB) and the Fire Department (FDNY) oversee the Places of Assembly. DOB enforces the Building Code and conducts all reviews and inspections for the issuance of a Place of Assembly Certificate of Operation. FDNY is responsible for all reviews and inspections for annual Place of Assembly Permits to ensure Fire Code compliance.

You can request an inspection once your Place of Assembly plans have been approved by DOB. It takes about 3 business days to schedule an inspection once the request is received.

At the inspection, you must have:

  • a representative to let the inspectors in; and
  • required documents.
