Every January, the City's Department of Finance mails all New York City property owners a Notice of Property Value (NOPV). This notice is not a tax bill and does not require payment. The notice gives you information about your property, including its assessed value. The property's assessed value determines the property taxes for the upcoming year.
If an owner believes the property values or descriptions on the NOPV are incorrect, he or she can file a protest with the NYC Tax Commission and the Department of Finance.
The NYC property owners who have received a “Notice of Revised Property Value” from the Department of Finance because of the impact of Hurricane Sandy on their property can appeal the assessed value stated on their notice. These owners can appeal their assessed value with the NYC Tax Commission. They have 20 calendar days from the date of the notice to do so. For tax class 1 property, use Form TC108. For tax class 2 and tax class 4 properties, use Form TC101 and Form TC201. Include a copy of your “Notice of Revised Property Value.”
