Statement from the Chair

Margery Perlmutter, R.A., Esq.

The Board of Standards and Appeals has been serving New Yorkers for over 100 years, providing relief from regulations that affect the use and development of property and working with other agencies to ensure that properties will be used and developed safely and respectfully.  I am honored to have been given the opportunity by Mayor de Blasio to carry on the NYC Charter's mandate and am cognizant that doing so comes with great responsibility.   The NYC Zoning Resolution, Building and Fire Codes, the NYS Multiple Dwelling and General City Laws were enacted to protect the health, safety and life quality of all New Yorkers.   Consequently, BSA's authority to vary these regulations must always be tempered by the agency's consideration of the impacts that the insertion of a building modified by such waivers will have on the urban fabric, surrounding neighborhoods and neighbors as well as on the greater vision of our City that has been conceived of by its urban planners, architects and engineers and codified in these regulations.
