Obtain a: Class 2 Code & Zoning Representative Registration

UPDATE: New License Application Requirement 

Course Requirement Service Notice – As of December 1, 2023, Class 2 Code and Zoning Representative Registration will be issued without proof of training completion until training is available. Applicants must submit an Affidavit agreeing to take the course within 6 months after the course becomes available.

All new license applications are required to be submitted online at nyc.gov/dobnow. See the New License Application User Guide for step-by-step directions. The Licensing & Exams Unit is not accepting any walk-in transactions, or paper applications for this process.

STEP 1: Registration Criteria

To become a registered Class 2 Code & Zoning Representative, you must meet registration qualifications.

Section 28-416.2 of the New York City Administrative Code exempts the following persons from registration:

  • Owners of the premises for which the building applications are filed
  • Lessees of the premises authorized by the owner to file building applications
  • Condominium unit owners authorized by the condo board to file building applications
  • Cooperative shareholder authorized by the coop board to file building applications
  • NYS Licensed Architects
  • NYS Licensed Engineers
  • NYS Licensed Attorneys
  • NYC Licensed Master Plumbers
  • NYC Licensed Master Fire Suppression Piping Contractors
  • NYC Licensed Master Electricians

STEP 2: Registration Qualifications

To obtain a Class 2 Code and Zoning Representative Registration, you must meet all the following requirements:

  • be at least 18 years old
  • be able to read and write the English language
  • have good moral character so as not to adversely impact your ability to perform the duties and responsibilities of a Class 2 Code and Zoning Representative
  • completed Department-approved integrity training
  • completed Department-approved 36-hour training course within the one (1) year prior to application for registration

You must also meet at least one (1) of the following:

  • have a four (4) year degree in Architecture or Engineering from an accredited college, or
  • have a four (4) year degree in another field from an accredited college and have two (2) years of experience filing 50 jobs as a NYC registered filing representative, within the four (4) years prior to application for registration.

STEP 3: Applying for Your Registration

You must complete an online application and submit the required documents listed below as scanned PDFs via the DOB NOW Portal. Applicants that do not currently have an eFiling account will need to create an account by completing the registration form.

You must upload PDF scans. Pictures of documents will not be accepted. All documents must be signed and notarized within the last 90 days from the date of submission. The following documentation is required:

  • LIC8 application
  • LIC34, if applicable
  • Notarized Code of Conduct confirmation receipt
  • Certificate of Department-Approved 36-Hour Filing Representative Training Course
  • Certificate of four-year college degree or transcript that you have completed a four-year degree
  • Experience Verification Affidavit(s) from licensed architects or professional engineers verifying that you have filed at least 50 jobs within the four (4) years prior to application, if applicable
  • Listing of jobs that were filed under your name and/or registration number verifying that you have filed at least 50 jobs within four (4) years prior to application, if applicable
  • Photo ID (driver's license, learner's permit, passport, or green card)
  • Original Social Security card
  • Typed, notarized letter from your employer on their company’s letterhead verifying your employment and authorization to represent the company; or a typed, notarized letter verifying that you are self-employed
  • Child Support Certification Form
  • Background Investigation Fee - $330.00 payable within the DOB NOW Portal

  • License Issuance Fee - $150.00

STEP 4: Obtaining Your Registration Card

If you pass the Background Investigation, you will be able to schedule an appointment within the DOB NOW Portal to take picture and receive the Class 2 Filing Representative registration card.
