Scaffold Safety: Site Safety Inspections for Façade Alterations

The Construction Safety Compliance (CSC) Unit will conduct routine safety inspections for façade alterations requiring site safety compliance.

The CSC Unit will also inspect:

  • Requests to remove sidewalk sheds; and
  • Requests to remove projects from the Site Safety Program (SSP) after work has been completed.
  • Requests for pre-use inspections for corner-angle suspended scaffolds.

Sidewalk Shed Removal

For both BIS and DOB NOW jobs, sidewalk shed removal requests are submitted in DOB NOW: Build. From the dashboard, select +Requests and Site Safety. Select Site Safety Release and Sidewalk Shed Removal and then the appropriate request type.

To request Sidewalk Shed Removal, provide a DOB NOW Sidewalk Shed (SH) job number and indicate whether it is a request for full or partial removal. After the Sidewalk Shed Removal request is submitted in DOB NOW, the Construction Safety Compliance Unit will schedule an inspection and once the inspection is in Pass/Final status, the Sidewalk Shed Removal request will be approved in DOB NOW: Build and the sidewalk shed can be removed from the site.

Site Safety Requirements Release (Release the Construction Superintendent)

To release a Construction Superintendent from a substantially completed job, an authorization letter and photographs are required to be uploaded in the Documents section. The authorization letter can be signed by one of the following:

  • Applicant of Record of the specific job filing
  • Progress Inspector identified on the Technical Report-Final associated to the job
  • Permit Holder if the licensee is a Registered General Contractor including 1/2/3 family homes
  • Construction Superintendent associated to the specific permit

Submit the Site Safety Release request in DOB NOW: Build and once it is approved by the Construction Safety Compliance Unit, the site safety requirement will be removed from the job and the job Construction Superintendent will no longer be designated on the job.

To release a Site Safety Coordinator or Site Safety Manager, submit the Site Safety Release request in DOB NOW: Build. The Construction Safety Compliance Unit will schedule an inspection and once the inspection is in Pass/Final status, the site safety requirement will be removed from the job and the request will be approved in DOB NOW. If the permit is renewed, a Site Safety Coordinator or Site Safety Manager will not be required.

Site Safety Plan (SSP) Submission: DOB NOW Jobs

To submit a site safety request in DOB NOW: Build, go to the Job Filings Dashboard screen, click on +Requests, select Site Safety, and then select Site Safety Plans or Site Safety Waiver.

Site Safety Plans can be submitted in DOB NOW: Build before the job is approved. Once the job is submitted, the plan examiner will review the site safety criteria that includes the building height, stories, footprint, and additional considerations for alteration and demolition. A banner will appear on the filing and an email will be sent to the stakeholders on the job indicating that the site safety criteria has been approved and that the site safety plans can be submitted. In addition, a separate site safety plan request is no longer required for subsequent filings.

Site Safety Plan Submissions: BIS Jobs

Submit Site Safety Plans for BIS jobs to the Construction Safety Compliance (CSC) Plan Examination Unit by email to cscplanexam@buildings.nyc.gov. Each application must be accompanied by a cover sheet and all necessary supporting documents.

How to Submit Your Application

  1. Submit the application package as a zipped PDF file that does not exceed 15 MBs.
  2. Use the following naming convention for the zip file for new application submissions:

    YYYY–MM–DD-Building Number-Street Name/Avenue-Job Number
    Example: 2014-08-10-280-Reade Street-123468789

    or

    2014-08-10-280-New York Avenue-123468789
  3. Use the following naming convention for the email subject line on new application submissions:

    Building Number-Street Name-Job Number
    Example: 280-Reade Street-123468789

    or

    280-New York Avenue-123468789
  4. All applications must include a Digital Cover Sheet as a separate file attachment.
  5. Applications may be submitted as a Complete Site Safety Package or as a Phased Site Safety Package. A Complete Site Safety Package encompasses the entire project from Support of Excavation (SOE) through Superstructure while a Phased Site Safety Package divides the safety-related logistics review into four distinct portions of the project.
