  • The New York City Police Department's Prosecution of Disciplinary Cases (July 2000)
    The Commission examined the qualifications, training, and supervision of the Department Advocates and evaluated how disciplinary cases were prosecuted, including the preparation and presentation of cases in the Department's trial rooms and at the Office of Administrative Trials and Hearings (OATH).

  • The New York City Police Department's Internal Affairs Bureau: A Survey of Former IAB Members (March 2000)
    The Commission decided to survey former IAB members with respect to their morale while assigned to IAB, the nature of the assignment, and other issues relating to their decisions to transfer out of IAB upon completion of their two-year commitment. The Commission hoped that the findings and suggestions derived from this survey would ultimately assist in the attraction and retention of personnel in order to maintain and improve the quality of IAB’s work.

  • Performance Study: The Internal Affairs Bureau's Investigative Review Unit (March 2000)
    In order to help ensure that investigations are effectively conducted, IAB created the Investigative Review Unit (“IRU”) to review its own investigations on a continuing basis which operates as a quality control unit within IAB. The Commission reviews and evaluates the quality of IAB investigations and has been particularly interested in IAB’s efforts to examine the quality of its investigations because of the potential value of such self-initiated review.

  • Performance Study: A Follow-Up Review of the Internal Affairs Bureau Command Center (August 1999)
    The Internal Affairs Bureau of the NYPD maintains a Command Center that acts as a clearinghouse for all allegations received by the Department against members of the service. The Commission has twice previously studied the Command Center and made recommendations for improvements, and with this follow-up study, the Commission once again assesses this unit’s functioning.

  • A Review of the New York City Police Department's Methods for Gathering Corruption-Related Intelligence (August 1999)
    In order to sustain its fight against corruption, IAB must maintain effective ways to gather intelligence information which can provide IAB with important investigative leads as it seeks to sort out the facts of pending investigations and identify new subjects and areas for inquiry. The focus of this study was to determine whether IAB has in place procedures and systems to competently and comprehensively gather intelligence.

  • Monitoring Study: A Review of Investigations Conducted by the Internal Affairs Bureau (October 1997)
    As central part of our Mandate, the Commission must review and assess the quality of the NYPD’s Internal Affairs Bureau investigations and recommend changes or improvements to its investigatory methods, if necessary, and also assess the diligence, competence and effectiveness of the investigations.

  • Performance Study: Internal Affairs Bureau Command Center (October 1997)
    This study reported on IAB's Command Center, the Department's 24-hour hotline, operated by IAB that is designed to take complaints from civilians and Department personnel against members of the service. To access the current effectiveness of the Command Center, the Commission conducted a two-part study which included analysis of IAB’s performance standards, a review of tape recorded calls handled by the officers, observation of officers on-duty, and an analysis of the Command Center training program.

  • The New York City Police Department’s Disciplinary System: How the Department Disciplines Its Members Who Make False Statements (December 1996)
    The Commission reviewed all disciplinary cases referred to the Department Advocate’s Office by the Internal Affairs Bureau and focused on the Department’s adjudication of cases involving allegations of false statements. Strengthening the disciplinary system to actively prosecute and seriously penalize officers who make false statements is critical to the perceived strength if the Department’s efforts to enhance honesty within the Department.

  • The New York City Police Department Random Integrity Testing Program (December 1996)
    KPMG (which is a global network of professional firms providing Audit, Tax and Advisory services) was contracted by the Commission to assist us in reviewing the NYPD’s integrity testing program, specifically to assess whether the random testing program was achieving the goals set by the Department.
