Fiscal Year 2024 Discretionary Contracts

DYCD and other City agencies administer Discretionary contract funds. Discretionary funds are funds that non-profit, community-based social service providers use to meet the needs of local communities. The funds are allocated by the Members of the New York City Council. Below you will find the Discretionary contracts and information on the Discretionary contract process.

Contract Processing Information

  • For awards cleared in Fiscal Year 2021 or later, the contract registration process is managed in PASSPortMore information and resources​, including discretionary contracting materials, are available online at nyc.gov/passport, within the Learning to Use PASSPort section. ​Additional information on the discretionary contracting process is available at nyc.gov/nonprofits, within the City Council Discretionary Funding section.
  • REQUIRED DOCUMENTS (Please be sure to complete, sign and upload these to PASSPort)
    These documents are required as part of the DYCD ​discretionary contracting process. Please sign and complete these documents. Providers will upload completed documents into PASSPort during the contract submission process. To expedite contract registration, please use the document names outlined in the FY21 Discretionary Contracting Document Naming Guide when uploading your documents.


PLEASE NOTE THE FOLLOWING:

Your organization must be registered with the New York State Attorney General’s Charities Bureau and be current with filings or provide an Exemption Form (Form must be signed & notarized).

       Your organization must be entered and validated in the Payee Information Portal.

These documents are required as part of the DYCD contracting process. Please sign and complete these documents. Providers will upload completed documents into PASSPort during the contract submission process.
