421a Exemption

Your property may qualify for a property tax exemption if your property value changed because you did construction on a multi-family residential building. Benefits vary based on:
  • location;
  • property use; and
  • requirements for affordable housing.

The NYC Department of Housing Preservation and Development (HPD) determines your eligibility and approves your application. Finance administers the benefit. Read more about the 421a Legislation Overview and Frequently Asked Questions.

Application Process

To apply you must first submit an application with HPD. Once you are approved by HPD, you will receive a Certificate of Eligibility. You must then submit Finance’s 421a application along with the Certificate of Eligibility you received from HPD.

In December 2016, the Department of Finance informed approximately 3,100 recipients of the 421-a tax exemption that they were not in compliance with the program’s requirements. The letter—the latest step in an ongoing effort to ensure that 421-a recipients are in compliance with the law—was sent to property owners who failed to submit their final certificate of eligibility.

On July 21, 2017, 2,009 suspension notices were sent to owners who were still not in compliance. The lists of recipients are available below.
