Freedom of Information Law (FOIL) Requests

 

A Freedom of Information Law (FOIL) request is a request to obtain existing records. Before making a request for agency records pursuant to FOIL, try searching HPD’s website. Many of the requests that HPD receives are for documents that can be found on the agency’s website. Links to some of the most frequently requested records are posted below:

  • Building Information: Information and data about residential buildings (including complaints, violations, litigation; registration; charges, and tax block/lot)
  • Open Data: Various data that HPD collects in the course of doing business is available through Open Data, including:
    • registration information from owners of residential rental units;
    • complaints made by the public through the 311 Citizen Services Center, the Code Enforcement Borough Offices, or the internet regarding conditions which violate the Housing Maintenance Code or Multiple Dwelling Law;
    • open violations issued by HPD for conditions in rental dwelling units,
    • work orders created through HPD's Emergency Repair Program, Alternative Enforcement Program, and Demolition Program; and
    • fees assessed against properties by HPD. 

FOIL requests may be submitted to obtain existing agency records. They are not a mechanism for asking questions or submitting comments. Questions or concerns about agency operations should be directed to the appropriate division of HPD.

FOIL requests must submitted to HPD’s Records Access Officer in writing, by mail, by email, or by submitting an online form through the link below. Please be as specific as possible when making your request so that HPD can identify the records that are responsive to your request.

Please describe the records you are seeking as specifically as possible, including as much of the following as possible:

  • location details (address, borough, block, and lot), if applicable
  • time period
  • type of records
  • subject matter
  • any other information that will enable the Records Access Officer to identify the records you are requesting.

The more specific your FOIL request, the more effectively we will be able to search for and identify any responsive documents.
