NYCEDC AND HPD RELEASE PLANS TO BRING AFFORDABLE HOUSING, MIXED-USE DEVELOPMENT TO FORMER SLAUGHTERHOUSE SITE ON FAR WEST SIDE OF MANHATTAN
Project will transform historic site with 234 units of affordable housing, 200,000 square feet of commercial space
New York – New York City Economic Development Corporation (NYCEDC) and the New York City Department of Housing Preservation and Development (HPD) today announced plans to transform the former Slaughterhouse site adjacent to Hudson Yards into a mixed-use development that will bring approximately 230 units of affordable housing to this burgeoning area of Manhattan. The project will also include 200,000 square feet of commercial office space, a 12,000 square foot grocery, over 88,000 square feet of dormitory space and more than 28,000 square feet of amenity space that will include a health club, food court, and laundry facility. The project builds on the de Blasio Administration’s commitment to create or preserve 200,000 affordable housing units in 10 years.
NYCEDC selected Radson Development, in a joint venture with Kingspoint Heights Development, to activate the former Slaughterhouse site. Radson is a leader in affordable and market rate housing that has successfully delivered over 2,600 units of affordable housing to communities across New York City. Kingspoint Heights Development has developed more than 1 million square feet of affordable housing, community spaces, and charter schools throughout the city.
The 24,687 square foot site, which was once home to New York Butchers’ Dressed Meat Company, is currently being used for NYPD parking. A new NYPD parking facility is also included in the development plan for the site. The selected plan resulted from a request for proposals for a mixed-use development with affordable housing released by NYCEDC and HPD in December 2015.

Today’s announcement is the culmination of extensive community outreach and input from local stakeholders, including City Council Member Corey Johnson, Manhattan Borough President Gale Brewer, and Manhattan Community Board 4. Under the leadership of Council Member Johnson and Borough President Brewer, NYCEDC and HPD engaged in a ten-month long engagement process with Community Board 4 that was instrumental in identifying key community priorities for the site prior to the release of the RFP, including maximum affordability and a preference for essential services, such as a grocery store.
The Slaughterhouse site is immediately west of the Hudson Yards Special District and is uniquely positioned to leverage neighboring development activity, including $16 billion in private capital commitments in the district; 20 million square feet of office space currently planned or under construction; and major public infrastructure improvements such as the number 7 Subway Extension and Hudson Park and Boulevard. These amenities will contribute to the livability of surrounding neighborhoods and will spur new demand for both residential and commercial uses.
Prior to the site’s current use as an NYPD surface-parking lot, it was the location of a slaughterhouse constructed in 1905 and owned and operated by the New York Butchers’ Dressed Meat Company. In the late 1950s the slaughterhouse ceased to be operational and was used as a warehouse and office building from the 1960s through the late 1970s. A move to confer landmark status to the slaughterhouse ended in 1988 and the building was demolished thereafter.
As part of the City’s efforts to expand economic and workforce opportunities, responses to this RFP were required to comply with a comprehensive workforce and procurement program that supports communities and helps create job opportunities, especially those that enable low-income New Yorkers to participate in the City’s economic growth. This includes the utilization of NYCEDC’s HireNYC program for disadvantaged workers, as well as contracting goals for minority and women-owned business enterprises, and requirements with respect to living wage and prevailing wage.
To date, more than 63,000 affordable units have been financed through Housing New York, serving families at a range of incomes. As part of the Mayor’s housing plan, NYCEDC, HPD, and other partner agencies have identified opportunities to promote mixed-use, mixed-income development throughout the five boroughs. Recently, the New York City Council approved NYCEDC and HPD’s plan to create 250 units of 100% affordable housing and an expansion to the historic Flatbush Caton Market. Earlier this year, NYCEDC and HPD made a commitment to bring deeply affordable housing to the site of a former MTA bus depot on East 126th Street in Harlem. The City also this year released plans to transform an underutilized NYPD parking garage in Jamaica, Queens into over 350 units of 100% affordable housing, and will continue to release additional RFPs that seek bold ideas.
