Opportunities for Developers

HPD works together with a variety of public and private partners to achieve the City's affordable housing goals of supporting New Yorkers with a range of incomes, from the very lowest to those in the middle class. HPD accomplishes these goals through a combination of loan programs, tax incentives, disposition of City-owned land, tax credits, and other development incentives. These pages will introduce you to HPD's multifaceted development programs.

Both for-profit and non-for-profit developers can explore a wide range of opportunities to build or preserve affordable rental and homeownership units on publicly-owned or private sites. Consult our RFP/RFQ pages to learn more about public site opportunities, and the public and private financing pages for programs to support their development.

The Low Income Housing Tax Credits (LIHTC) section contains much information on our annual competitive selection process, how to apply, and prior funding rounds. The agency also administers multiple tax incentive programs which are typically awarded to developers and property owners in exchange for investment that benefits the public.

Inclusionary Housing is designed to preserve and promote affordable housing within neighborhoods where zoning has been modified to encourage new development.  In applicable areas, a development may receive a density bonus in return for the new construction, substantial rehabilitation, or preservation of permanently affordable housing.

The Supportive Housing Loan Program provides financing to not-for-profit organizations to develop supportive housing for homeless single adults, including people suffering from disabilities such as mental illness and AIDS. Supportive housing is permanent, affordable housing with on-site services to serve the needs of the most vulnerable New Yorkers.

Our Senior Housing program supports the construction and renovation of affordable housing for low-income seniors, including a 30% set-aside for homeless seniors.

HPD is committed to promoting the participation of Minority- and Women-Owned Business Enterprises (M/WBE) in the development and management of affordable housing subsidized under City-sponsored programs. To learn more, read about the agency's M/WBE initiative, Building Opportunity.
