M/WBE Build Up 

HPD is committed to promoting the participation of Minority- and Women-owned Business Enterprises (M/WBE) and non-profit organizations in the development and management of affordable housing subsidized under City-sponsored programs through the M/WBE Build Up Program. HPD’s M/WBE staff is available to support the efforts of the developers/borrowers and their general contractors efforts to meet the project's M/WBE participation goal.

HPD Build-Out 

HPD Build-Out is a networking and contractor seminar series in partnership with the New York City Department of Small Business Services (SBS).

The Job Outreach Plan is intended to provide opportunities to apply for open positions that may be available on affordable housing projects for individuals in the community.

HireNYC

HireNYC is a free program designed to help New Yorkers access training and jobs through the City’s purchases and investments. Under HireNYC the NYC Department of Small Business Services’ Workforce1 provides high-quality recruitment services to employers and high-quality employment services to jobseekers. 

HUD Section 3

HUD Section 3 of the Housing and Urban Development Act of 1968, as amended by the Housing and Community Development Act of 1992, requires that recipients of financial assistance provided by the U.S. Department of Housing & Urban Development (HUD), including developers, owners, contractors and their subcontractors provide, to the greatest extent feasible, training and employment opportunities for low-income area residents and contract opportunities for the performance of work by local businesses owned by and/or employing low-income residents.
