Qualifying Criteria

The Committee seeks mature, financially-stable men and women with strong employment and educational histories, proven integrity and judgment, solid communication skills, and the ability, including the financial assets, to start-up and operate their own small businesses.

By law, a City marshal must be at least 18 years old and have a high school diploma or its equivalent, such as a GED. Although those are the minimum requirements, the Committee will favorably consider only those candidates with proven records of occupational and educational achievement.

Examples of strong employment and educational histories:

• Bachelor's degree **and** seven to 10 years' successful and relevant employment experience, in fields such as law-enforcement, law, accounting, financial services, business, health care, emergency services, or public administration, **or**


• an equivalent record of relevant occupational and educational achievement.

Candidates must demonstrate proven ability to:

• work professionally and courteously with the public,


• remain calm and take appropriate action in tense and volatile situations,


• comply with complex laws and rules, including recordkeeping requirements,


• manage their professional and personal finances responsibly, and


• hold a position of public trust and fiduciary responsibility.

Every prospective City marshal must clear a thorough background investigation by the Department of Investigation, successfully complete a DOI training program and examination, and prove that he or she will be able to obtain a public official's bond with $100,000 coverage.

Based on the candidate's written application and, if applicable, interviews and background investigation, the Committee will evaluate the candidate's education, work experience, judgment, integrity, maturity, financial stability and responsibility, communication skill, temperament and physical ability to perform the job.

The Committee will also favorably consider a candidate's:

• honorable military service;


• entrepreneurial business experience;


• successful supervisory experience;


• bilingual skills;


• record of public and community service.

Additional Statutory Qualifications:

By law, applicants must meet the following additional requirements:

• United States citizen (Public Officers Law § 3[1])


• Resident and domiciliary at time of appointment of New York City or the county of Nassau, Westchester, Suffolk, Orange, Rockland or Putnam (New York City Civil Court Act § 1601 [1]),

Prohibitions:

• City marshals, once appointed, may not work at any other occupation or employment or participate in any trade or business which creates or might create an actual or potential conflict of interest. A marshal and the marshal's family members may not maintain any direct, indirect or financial interest in any process serving agency or towing company or furniture moving or storage company.
