City certification is another tool M/WBEs can utilize to successfully compete in the market. The biggest value of certification comes from LL1 a City requirement that directs buyers at City agencies to buy more goods and services from certified M/WBE vendors. In addition, City-certified M/WBEs are added to the NYC Online Directory of Certified Companies that give M/WBEs the opportunity to market themselves to City buyers through the electronic directory. City agencies and contractors can easily search M/WBEs that offer specific goods or services on this electronic directory.

Who is Eligible for M/WBE Certification?

The Department of Small Business Services certifies businesses primarily owned, operated, and controlled by women and/or minorities.

To qualify for certification into the M/WBE program, a company must be:

  1. In business for at least one year
  2. At least 51% owned, operated and controlled by a woman or a member of a recognized minority group, including Asian-Pacific, Asian-Indian, Black, or Hispanic-American
  3. Located in New York City or one of the following counties:
    1. NY: Nassau, Putnam, Rockland, Suffolk, Westchester
    2. NJ: Bergen, Hudson Passaic
    3. If the company is located outside of New York City, it must have a significant tie to the City's business community (eg. have conducted business in the City, have derived 25% or more of gross receipts from business conducted in the City, possess a license issued by the City, etc.)
