Previous Annual Plans

Federal law requires housing authorities to develop, with input from residents of public housing and Section 8 Leased Housing, elected officials and the public, an Annual Plan that sets forth its major initiatives for the coming year. NYCHA develops these Plans every year in consultation with the Resident Advisory Board (RAB), elected public housing residents along with participants from the Section 8 program.

The Draft FY 2017 Annual PHA Plan

On June 17, 2015, the New York City Housing Authority published its Draft FY 2017 Annual PHA Plan for public review. The Draft Annual Plan for FY 2017 will be available for public review online, at NYCHA’s Central Office and each development’s management office.

Final Significant Amendment to the Annual Plan for Fiscal Year 2016 — NextGen Neighborhoods at Holmes and Wyckoff and the FY 2016 Capital Fund Submission

On July 1, 2016, NYCHA submitted a Significant Amendment to the FY 2016 Annual PHA Plan to HUD for approval. The amendment includes the disposition of parcels of land at Holmes Towers in Manhattan and Wyckoff Gardens in Brooklyn for the development of new housing as part of the NextGen Neighborhoods program. This program will enable NYCHA to generate revenue to reinvest back into those developments and across NYCHA by leveraging a 50-50 split of market-rate and affordable housing units. NYCHA also submitted its FY 2016 Capital Plan and 5-Year Action Plan to HUD.

Significant Amendment to the Annual Plan for Fiscal Year 2015

On June 26, 2015 NYCHA published a Significant Amendment to the Fiscal Year 2015 Annual PHA Plan for public review.  The New York City Housing Authority (NYCHA) is amending its Annual Agency Plan for Fiscal Year 2015 and its Five Year Agency Plan for Fiscal Years 2015-2019 because it was a successful applicant in the Rental Assistance Demonstration (RAD) for the Ocean Bay Bayside development. As a result, NYCHA will be converting public housing subsidies to Project Based Vouchers (PBV) at Ocean Bay Bayside under the guidelines of PIH Notice 2012-32, REV-2 (Notice) and any successor Notices.

Significant Amendment to the Annual Plan for Fiscal Year 2014 – Tenant Selection and Assignment Plan Modification and Changes to Flat Rent Requirements

NYCHA released a Significant Amendment to the Fiscal Year 2014 Annual Plan for public review on May 30, 2014 to amend its Tenant Selection and Assignment Plan (TSAP), incorporated in the FY2014 Annual Plan by reference, to upgrade the Need-Based priority for New York City Department of Homeless Services (DHS)-referred homeless clients from N-4 to N-0 (the highest Need-Based priority). In addition to the Need-Based priority change, NYCHA will also give preference to DHS homeless families in shelter who are on the NYCHA Working Family wait list. NYCHA is will also amend its flat rent policies to comply with the legal requirements of the FY2014 Omnibus Appropriations Act (PL 113-76) and the guidance provided by HUD in PIH Notice 2014-12 (HA).

Halletts Point Record of Decision

The New York City Department of Housing Preservation & Development issued a Record of Decision on December 2, 2013 for the Halletts Point Rezoning Project.

This section provides documents related to the Housing Authority’s budgets, both Operating and Capital, for the current year and projected for the next four years. FY 2015 Budget Information
The Board of the New York City Housing Authority (NYCHA) adopted the 2015-2019 Operating Plan (the Plan) on November 26, 2014 and the Capital Plan was adopted on December 22, 2014.

FY 2011 Budget Information

The Board of the New York City Housing Authority (NYCHA) approved the Five Year Capital Plan and Operating Budget for 2011–2015.

NYCHA submitted the Final Annual Plan for Fiscal Year (FY) 2011 to the U.S. Department of Housing and Urban Development (HUD) on October 15, 2010. HUD has 75 days to review the Plan and provide approval. The Final Plan is available for public inspection here on NYCHA's website, and at NYCHA's principal office located at 250 Broadway, 11th Floor, Research and Management Analysis Department, New York, NY. FY 2010 Budget Information

The Board of the New York City Housing Authority (NYCHA) approved the Five Year Operating Budget 2010-2014 and the Five Year Capital Plan 2010–2014.

Minor Amendment to the Annual Plan for Fiscal Year 2010 - Installation of Hybrid Geothermal Hot Water System at 344 East 28th Street Houses

NYCHA submitted a request to HUD on November 15, 2010 to amend its FY 2010 Annual Plan for an additional project to be funded by the Capital Fund Recovery Competitive Grant (CFRC) under the American Recovery and Reinvestment Act (ARRA). The CFRC fund will be utilized to install a hybrid geothermal hot water system at 344 East 28th Street, a NYCHA development in Manhattan. The hybrid system integrates geothermal technology with ultra-high efficiency tank-type water heaters and storage tanks to offer efficiency and capacity that far exceed conventional water heating methods. NYCHA will also leverage non Federal funds to implement apartment radiator valves and traps, public and apartment energy-efficient lighting upgrades, and apartment temperature sensors in a minimum of 20% of the apartments. 


Minor Amendment to the Annual Plan for Fiscal Year 2010 - Disposition of Land at George Washington Houses NEW

NYCHA submitted a request to the U.S. Department of Housing and Urban Development (HUD) on November 1, 2010 to amend its FY 2010 Annual Plan by reference, to incorporate Section 18 Demolition/Disposition activity at George Washington Houses in Manhattan. NYCHA will submit a disposition application under Section 18 of the Housing Act of 1937, as amended, to dispose of approximately 29,000 square feet of land with a total of up to 150,000 square feet of transferable development rights at George Washington Houses which is currently utilized as a parking lot and compactor/bulk container area. The proposed disposition will facilitate the development of a charter school, community center and affordable housing development.  The proposed disposition will not displace any public housing units.


Minor Amendment to the Annual Plan for Fiscal Year 2010 - Replacement Housing Factor Funds NEW

NYCHA submitted a request to the U.S. Department of Housing and Urban Development (HUD) on September 9, 2010 to amend its FY 2010 Annual Plan by reference, to incorporate the use of a total of $5.3 million of replacement housing factor (RHF) grants to fund a mixed-finance development consisting of the construction of 20 public housing units as part of a 49-unit development at 1070 Washington Avenue, Bronx, New York. The project’s estimated total development cost is $18.9 million. NYCHA seeks to infuse a $1.36 million predevelopment loan into the project prior to September 20, 2010. The remaining $3.97 million in RHF funds will be used to fund a portion of construction costs and will be drawn and expended during the subsequent 18-month construction period starting in March 2011 and concluding in October 2012. HPD HOME Funds, equal to $3.2 million, will be used to finance a portion of the development of the remaining 29 affordable housing units among other sources of funds.


Minor Amendment to the Annual Plan for Fiscal Year 2010 – Disposition of Land at Boston Secor Houses

NYCHA submitted a request to the U.S. Department of Housing and Urban Development (HUD) on July 14, 2010 to amend its FY 2010 Annual Plan by reference, to incorporate Section 18 Demolition/Disposition activity at Boston Secor Houses in the Bronx. NYCHA will submit a disposition application under Section 18 of the Housing Act of 1937, as amended, to dispose of an approximately 51,268 square feet parcel located within the Boston Secor campus. This parcel is currently leased for operation of a school (P723X) by the NYC Department of Education. The parcel will be disposed to the NYC School Construction Authority. The proposed disposition will not displace any public housing.


Minor Amendment to the Annual Plan for Fiscal Year 2010 – Disposition of Land at St. Nicholas Houses

NYCHA submitted a request to HUD on April 30, 2010 to amend its FY 2010 Annual Plan by reference, to incorporate Section 18 Demolition/Disposition activity at St. Nicholas Houses in Manhattan. NYCHA will submit a disposition application under Section 18 of the Housing Act of 1937, as amended, to dispose of approximately 93,000 square feet of open space located within the St. Nicholas Houses campus. The parcel would accommodate the construction of a charter school for 1,300 students ranging from kindergarten to 12th grade and the construction of a new public street. The proposed disposition will not displace any public housing.


Minor Amendment to the Annual Plan for Fiscal Year 2010 – Tenant Selection and Assignment Plan

NYCHA submitted a request to HUD on February 5, 2010 to amend its Tenant Selection and Assignment Plan (TSAP), incorporated in the FY2010 Annual Plan by reference, to reflect that individuals on the NYCHA public housing waiting list who wish to reside in public housing developments that have been developed or rehabilitated with federal Low Income Housing Tax Credits (LIHTC) must be at or below 60% of Area Median Income (AMI) in accordance with applicable federal and Internal Revenue Service regulations.

Minor Amendment to the Annual Plan for Fiscal Year 2009 - FY 2005 Capital Fund Grant

NYCHA submitted a request to HUD on July 24, 2009 to amend its FY 2009 Annual Plan to fund PHA-wide vacancy plan reduction activities and Section 3 training programs for modernization-related training from the FY 2005 Capital Fund Grant.

Minor Amendment to the Annual Plan for Fiscal Year 2009 - American Recovery and Reinvestment Act

NYCHA submitted a request to HUD on April 21, 2009 to amend its FY 2009 Annual Plan to incorporate additional projects to be funded by the American Recovery and Reinvestment Act.


Annual Plan for Fiscal Year 2009 – Minor Modification for the Disposition of a Playground and Land at Justice Thurgood Marshall Plaza
NYCHA submitted a request to HUD on March 31, 2009 to amend its FY 2009 Annual Plan to incorporate Section 18 Demolition/Disposition activity at Justice Thurgood Marshall Plaza. NYCHA intends to dispose of the unused playground, six-space parking lot and a portion of the rear building courtyard comprising 16,653 square feet of land at Marshall Plaza. The parcel would accommodate the construction of a multi-use facility including a 572-seat public partnership school and a relocated community health clinic. The proposed disposition does not affect any public housing units.
Annual Plan for Fiscal Year 2009
The U.S. Department of Housing and Urban Development (HUD) approved NYCHA's Fiscal Year 2009 Annual Plan that was submitted to HUD on October 17, 2008. The approved FY 2009 Plan is in effect as of January 1, 2009.
FY 2008 Budget Information

The Board of the New York City Housing Authority (NYCHA) has approved a Fiscal Year 2008 Preliminary Operating Budget and Four Year Financial Plan. Despite measures to reduce spending, the budget reflects a deficit of $195.3 million caused in large part by chronic Federal underfunding, as well as unreimbursed costs and increases in non-discretionary labor costs.

Annual Plan for Fiscal Year 2008 - Final:
NYCHA submitted its final Annual Plan to HUD on September 6, 2007. The approved FY 2008 Plan was in effect from January 1, 2008 to December 31, 2008.

Annual Plan for Fiscal Year 2007 - Final:
NYCHA submitted its final Annual Plan to HUD on October 17, 2006. The approved FY 2008 Plan was in effect from January 1, 2007 to December 31, 2007.
FY 2006 Budget Information

Here you will find information about the FY 2006 Budget, which includes the FY 2006 Capital Budget Briefing and summarizes NYCHA’s Board approved capital budget. The FY 2006 Capital Budget Detail documents come in two parts and present a comprehensive account of proposed capital expenditures by 1) the Capital Projects Division (CPD) at NYCHA housing developments (by borough), and 2) other capital expenditures (non-CPD) including those for administrative and IT infrastructure constructi.


Annual Plan for Fiscal Year 2006 - Amendment: 
NYCHA submitted an amendment to its FY 2006 Annual Plan on June 30, 2006. HUD approved the amendment on August 31, 2006.
