New York City has embarked on a new, New York State Department of Health sponsored initiative to better connect people who are 65 years and older, living with a disability or visually impaired and have low-income to free and low-cost health insurance options.This new initiative is known as the Facilitated Enrollment Program for the Aged, Disabled and Blind in New York City (ABD Program). Public Health Solutions administers the Program in New York City.

The New York City Human Resources Administration's Office of Citywide Health Insurance Access (HRA OCHIA) is partnering with the City's Department of Health and Mental Hygiene (DOHMH) and Department for the Aging (DFTA) to expand health insurance access to these vulnerable groups of New Yorkers.

Trained assistors in the ABD Program Partner Network help eligible New Yorkers enroll in Medicaid and financial assistance programs for Medicare at multiple sites in the five (5) boroughs. Assistance is offered in multiple languages.

HRA OCHIA, DFTA and DOHMH would like your help to identify partnerships with local community-based organizations to reach older adults in the community. We look forward to working with groups to:

  • Conduct outreach at events
  • Offer health insurance workshops
  • Present at a meeting
  • Provide on-site assistors to help individuals enroll in Medicaid and Medicare financial assistance
