Charleston Mixed-Use Development – 13DM001R

The proposed project entails the development of an approximately 66-acre parcel, located in Charleston, Staten Island, with parkland, retail, residential, and community facility uses and the mapping and construction of new public streets. In addition, the project would map as parkland an existing approximately 20-acre Conservation Area, located adjacent to the project site, and would map adjacent privately-owned streets. The overall proposed project is referred to as the Charleston Mixed-Use Development and collectively will encompass approximately 93 acres to be completed by 2020.

The project is anticipated to proceed in two phases: by 2015, the development of one of two planned retail sites, Retail Site A, comprising 195,000 square feet of medium and large format retail space, a 15,000 square foot public library, and a 633-space shared surface parking area; Fairview Park encompassing the 20-acre conservation area, active and passive recreational areas, and a 60-space surface parking area; and the mapping of privately-owned streets; by 2020, development of Retail Site B with 90,000 square feet of neighborhood retail, and a 300-space surface parking area; a 750-seat combined elementary/middle school; a senior housing site; and the mapping and construction of Englewood Avenue to a full width of 80 feet that would include sidewalks and a bicycle path for its entire length.

The Project Area is located in the southwestern portion of Staten Island, Community District 3, within the area bounded by Veterans Road West to the east and south, Arthur Kill Road to the west, the extension of Englewood Avenue to the north, and to the south by the shopping center known as the Bricktown Centre at Charleston Mall.

On September 28, 2012, the Office of the Deputy Mayor for Economic Development, as lead agency, issued an Environmental Assessment Statement and a Positive Declaration for the Charleston Mixed-Use Development project and directed that a Draft Environmental Impact Statement (DEIS) be prepared. At the same time, a Draft Scope of Work for an EIS was issued for public comment. To receive public comments, a public Scoping Meeting was held on December 10, 2012, at the Mount Loretto CYO/MIV Community Center, 6581 Hyland Boulevard, Staten Island, New York. Written comments on the Draft Scope of Work were accepted until December 21, 2012. On April 30, 2013, the Office of the Deputy Mayor for Economic Development (ODMED), as lead agency, issued the Final Scope of Work for the preparation of a Draft Environmental Impact Statement (DEIS).

The Notice of Completion for the Draft Environmental Impact Statement (DEIS) was issued on May 2, 2013, which marked the beginning of the public comment period on this document. On Wednesday, July 24, 2013, at 10 AM, in Spector Hall, at the Department of City Planning, 22 Reade Street, in Lower Manhattan, a public hearing was held concurrently with the Uniform Land Use Review Procedure public hearing to receive comments related to the DEIS. The comment period for the DEIS remained open through 5 PM on August 5, 2013. On August 30, 2013, the Office of the Deputy Mayor for Economic Development issued the Notice of Completion for the Final Environmental Impact Statement, marking the completion of the project’s CEQR environmental review.
