The proposed project entails the development of an approximately 66-acre parcel, located in Charleston, Staten Island, with parkland, retail, residential, and community facility uses and the mapping and construction of new public streets. In addition, the project would map as parkland an existing approximately 20-acre Conservation Area, located adjacent to the project site, and would map adjacent privately-owned streets. The overall proposed project is referred to as the Charleston Mixed-Use Development and collectively will encompass approximately 93 acres to be completed by 2020.
The Homeport, a 35-acre decommissioned U.S. Naval Base on the north shore of Staten Island, is poised to become a revitalized, mixed-use residential community known as the New Stapleton Waterfront. Using the community-driven Stapleton Waterfront Development Plan, the project will activate and expand waterfront access, and create significant investment in public infrastructure while unlocking the opportunity for retail and affordable housing in line with the Mayor's Housing New York Plan. On September 14, 2005, the Office of the Deputy Mayor for Economic Development and Rebuilding, as Lead Agency, issued the Notice of Completion for the Final Environmental Impact Statement (FEIS) for the New Stapleton Waterfront Development Plan.
