The HOME-STAT daily dashboard presents data from 311 service requests made by the public. The data is based on observations of people perceived to be street homeless.

The HOME-STAT weekly dashboard (coming soon) presents data collected by the HOME-STAT canvassing team. The data is based on observations of people perceived to be street homeless.

The HOME-STAT monthly dashboard presents data from the City’s contracted Street Outreach Teams on HOME-STAT clients and select progress milestones, and from 311.

311 Service Request Data

311 Service Requests made by the public. The number of 311 requests can vary from day to day based on multiple factors. Weather, time of day, holidays, and major events can affect the number of street homeless people who are visible as well as the number of people who may be making 311 requests. The accuracy of geocoded locations depends on the quality of information provided by 311 customers.

311 Requests for Outreach Assistance

The total number of 311 service requests made by the public (calls and mobile app). Multiple requests could be made about one person and a single request could cover more than one person.

311 Requests Routed to NYPD

The total number of 311 service requests made by the public (calls and mobile app) related to homeless persons repeatedly occupying the same location or setting up temporary dwellings. Multiple requests could be made about one person and a single request could cover more than one person.

HOME-STAT Canvassing Observations

The total number of observations made by HOME-STAT canvassers. HOME-STAT canvassers work between 7am and 4pm seven days a week, surveying outdoor areas including streets, sidewalks, and public spaces from Canal Street to 145th Street in Manhattan and select hot spots in the other boroughs. HOME-STAT canvassers rely on visual observations, taking into account the appearance, behavior, and conditions of individuals to assess whether a person may possibly be street homeless.

Monthly Dashboard Data Notes

Total HOME-STAT Clients

HOME-STAT clients include 1) individuals who are on the street or in transitional settings, 2) individuals who have been placed into housing and are currently receiving aftercare services, and 3) panhandlers and other individuals who are housed but appear as if they are street homeless.

Client demographics currently reported include gender, age, and veteran status. Demographic data is presented as a percentage of the HOME-STAT clients with known information.

From Streets to Homes

The following indicators represent the location of HOME-STAT clients at a point-in-time in the reporting month:

  • “HOME-STAT clients on the street and other settings” includes individuals who were living on the street or other settings (e.g., correctional facilities or detox centers) at the end of the reporting month.
  • “HOME-STAT clients in transitional housing” includes individuals who were living in Safe Havens, stabilization beds, shelters, and other transitional housing settings at the end of the reporting month.
  • “HOME-STAT clients in permanent housing and receiving aftercare services” includes individuals who were living in supportive housing, public housing, independent living, adult home/nursing home, mental health community residence, family reunification, Veterans Affairs Supportive Housing, and other permanent housing settings at the end of the reporting month.

The following indicators represent the number of unduplicated HOME-STAT clients who were placed at any time during the reporting month in the following categories:

  • "HOME-STAT clients placed in settings other than transitional or permanent housing" includes individuals who were placed in drop-in centers, detox centers, hospitals, or intake facilities, excluding correctional facilities.
  • “HOME-STAT clients placed in transitional housing” includes individuals who were placed in safe havens, stabilization beds, shelters, and other transitional housing settings during the reporting month.
  • “HOME-STAT clients placed in permanent housing and receiving aftercare services” includes individuals who were placed in supportive housing, public housing, independent living, adult home/nursing home, mental health community residence, family reunification, Veterans Affairs Supportive Housing, and other permanent housing settings during the reporting month.

Give the exact location of the individual and time you observed them. Provide details about the person’s appearance (such as age, gender, ethnicity, clothing, physical condition), behavior, and other distinguishing characteristics.

The Department of Homeless Services’ contracted Street Outreach Teams will attempt to locate the person, based on the information you provide, within an average of 1 hour. The Street Outreach Teams will offer services such as a bed in transitional housing and assistance in gathering vital documents, applying for public benefits, and receiving permanent housing.
