Consolidated Plan Annual Performance Report (APR or CAPER) reports on the City of New York's performance in using the funds from the four U.S. Department of Housing and Urban Development, Office of Community Planning and Development (HUD-CPD) formula entitlement grant programs: Community Development Block Grant (CDBG); HOME Investment Partnerships (HOME); Emergency Solutions Grant (ESG); and Housing Opportunities for Persons with AIDS (HOPWA). The performance is based on funds received, committed and accomplishments made during the previous Consolidated Plan Program Year (January 1 to December 31).

Federal regulations require the City to submit an APR to HUD no later than 90 days after the end of the program year. Therefore, Proposed Annual Performance Reports are released in March of the following year.

In addition, formula entitlement grantee localities are required to submit a full Consolidated Plan every five (5) years. The full Consolidated Plan consists of the City's needs assessment, (housing) market analysis, five-year strategic plan, and annual grant funding application. The 2021 Consolidated Plan was the City of New York's submission to HUD-CPD of its five-year strategic plan for Consolidated Plan Years 2021-2025 and its proposed One-Year Action Plan for 2021.

In addition, an one-year update of the City's Affirmatively Furthering Fair Housing (AFFH) Statement is included as part of the Proposed APR.

The PDF Document Citizen Participation Plan (CPP) is New York City’s framework to promote a community-wide dialogue to identify housing and community development priorities and guide the use of funding received from the Community Planning and Development (CPD) formula entitlement grant programs administered by the United States Department of Housing and Urban Development (HUD). New York City’s CPP sets forth the procedures adopted to encourage citizen participation in formulating the Plan and provides for citizen participation throughout the consolidated planning process.

NOTICE of the 2020 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)

TO ALL INTERESTED AGENCIES, COMMUNITY BOARDS, GROUPS, AND PERSONS:

The City of New York will hold a comment period on the 2020 Consolidated Plan Annual Performance and Evaluation Report (CAPER). The 15-day public comment period will begin September 23, 2021 and end October 7, 2021.

The 2020 Consolidated Plan Annual Performance and Evaluation Report (CAPER) provides an account of the City of New York's performance regarding the uses of funds from the four U.S. Department of Housing and Urban Development, Office of Community Planning and Development (HUD-CPD) formula entitlement grant programs: Community Development Block Grant (CDBG); HOME Investment Partnerships (HOME); Emergency Solutions Grant (ESG); and Housing Opportunities for Persons with AIDS (HOPWA). The CAPER describes the use of these funds during the 2020 program year, January 1, 2020 to December 31, 2020.

For the 2020 Program Year, the City received $306,571,578 from the four HUD formula grant programs: $173,664,331 for CDBG; $74,618,822 for HOME; $43,641,388 for HOPWA; and $14,647,037 for ESG.

The City has created an online platform that allows the public to review the submission and responses to the comments received. The online platform is available through the Department of City Planning’s website, at www.nyc.gov/planning, under the Consolidated Plan page located within the About section of the website. The online platform may be directly accessed from the following web address: https://www1.nyc.gov/site/planning/about/consolidated-plan.page.

Any comments received will be summarized and agencies’ responses incorporated into the submission to HUD.

The City’s Annual Performance and Evaluation Report for the 2015 Consolidated Plan Program Year, submitted to HUD-CPD (Proposed Submission Version).

The report covers the formula entitlement grant expenditures and accomplishments for the 2015 Consolidated Plan Program Year (January 1, 2015 to December 31, 2015).

This is the first year New York City has used the HUD CPD office’s new electronic eCAPER template to formulate its Proposed 2015 Performance Report. The information contained in the CAPER is derived from the City’s programmatic information entered into HUD's Integrated Disbursement and Information System (IDIS).

The City fulfilled its Consolidated Plan citizen participation requirements by conducting a fifteen (15) day public comment period which began May 13, 2016 and ended May 27, 2016.

Comments received by the end of the comment period (close of business) regarding the use of these federal funds were to be summarized and Agencies' responses incorporated into this document for submission to HUD. However, no public comments were received.

New York City submitted its Proposed 2015 CAPER to HUD-CPD on June 1, 2016.
