Consolidated Plan

Consolidated Plan One-Year Action Plans are the City of New York's annual application to the United States Department of Housing and Urban Development’s Office of Community Planning and Development (HUD-CPD) for formula entitlement grant funds from four (4) different entitlement programs: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA), respectively.

These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households.

The City’s Consolidated Plan Program Year is from January 1 to December 31. The Action Plan is released at various times throughout the year. The Proposed Plan is released in October and November of the prior year (Public Comment; and, Submission version, respectively). The (approved) version in January of the Program Year, and an amended version in August.

In addition, formula entitlement grantee localities are required to submit a full Consolidated Plan every five (5) years. The full Consolidated Plan consists of the City's needs assessment, (housing) market analysis, five-year strategic plan, and annual grant funding application. The 2015 Consolidated Plan was the City of New York's submission to HUD-CPD of its five-year strategic plan for Consolidated Plan Years 2015-2019 and its proposed One-Year Action Plan for 2015.

The PDF Document Citizen Participation Plan (CPP) is New York City’s framework to promote a community-wide dialogue to identify housing and community development priorities and guide the use of funding received from the Community Planning and Development (CPD) formula entitlement grant programs administered by the United States Department of Housing and Urban Development (HUD). New York City’s CPP sets forth the procedures adopted to encourage citizen participation in formulating the Plan and provides for citizen participation throughout the consolidated planning process.

TO ALL AGENCIES, COMMUNITY BOARDS, GROUPS, AND PERSONS:

The City of New York (the City) will hold a public hearing and comment period for the purpose of hearing comments on the City’s community development needs, and to discuss the submission of several Community Development Block Grant (CDBG) applications for the 2021 program year.

The City will hold a virtual public hearing on Thursday, August 5, 2021 at 12:00PM. The hearing will provide information about the CDBG program and allow for interested parties to discuss the applications. Comments on the proposed projects will be received at this time. If special accommodations are needed for persons with disabilities, those with hearing impairments, or those in need of translation from English, those individuals should email Con-PlanNYC@planning.nyc.gov at least three days in advance of the hearing date to allow for necessary arrangements.

The hearing is being conducted pursuant to 24 CFR § 570.486 in compliance with the requirements of the Housing and Community Development Act of 1974, as amended and 24 CFR § 91.105(c) of the U.S. Department of Housing and Urban Development’s Consolidated Plan regulations. Pursuant to waivers issued by HUD given the ongoing pandemic, the City will not hold in-person hearings and has instead created an online platform that allows the public to review the proposed submissions, provide comments, and view responses by the City to the comments received. Comments must be received by close of business August 5, 2021.

Pursuant to Section 91.105(c) of the Department of Housing and Urban Development's (HUD) Consolidated Plan Regulations, the City proposes programs and budget allocations for the 2021 Consolidated Plan/Forty-Seventh Community Development Program Year (CD 47), effective July 1, 2021. The programs and budget allocations are identified in the "Proposed City Fiscal Year 2022 Community Development Program." This document contains the Proposed City Fiscal Year 2022 budget, the Proposed Revised CD Year 47 budget (which will be incorporated into the 2021 Consolidated Plan), and the Proposed CD 48 budget. This document is not related to Community Development Block Grant-Disaster Recovery funding or to funding allocated in response to the COVID-19 pandemic.

Beginning Tuesday, April 27, 2021, the "Proposed City Fiscal Year 2022 Community Development Program" document will be available for download through the Department of City Planning’s website at www.nyc.gov/planning. Executive Summaries in English, Spanish, Russian, and Chinese (simplified) will also be available. Due to the COVID-19 emergency, the document will not be printed.
