Commercial Lease Assistance Program

The NYC Department of Small Business Services ("SBS" or "Department" or "Agency") is seeking an appropriately qualified vendor or a consortium of qualified vendors ("Contractor(s)") to develop and implement a commercial leasing support services including, but not limited to, legal assistance and representation for commercial tenants facing lease related challenges. The Agency is launching this program to include a course on commercial lease negotiation and hour‐long pro‐bono legal consultations. This program additionally supports a law passed in June 2016 by the New York City Council to amend the City's administrative code in relation to curtailing harassment of small businesses and other non‐residential tenants (Local Law No. 77 of 2016, Council Int. No. 851‐B of 2015).

This solicitation is being issued pursuant to New York City Procurement Policy Board Rules, in accordance with Section 3‐03, Competitive Sealed Proposals.

The Request for Proposals (RFP) package may be obtained in person beginning March 6, 2017 to April 13, 2017, Monday through Friday, between the hours of 9:00 a.m. to 5:00 p.m., excluding holidays and weekends, at the New York City Department of Small Business Services, 110 William Street, 7th Floor, Procurement Unit, New York, NY 10038.

All prospective vendors take full responsibility for checking this site for any subsequent date changes or addenda.

As no pre‐proposal conference is scheduled for this solicitation, vendors are being given the opportunity to submit questions until 4:00 PM Eastern Standard Time on Tuesday, March 21, 2017. The anticipated date for answers to questions will be March 27, 2017.

The original and three (3) copies of the complete proposal and all attachments must be hand‐delivered or sent via certified mail to the address listed in the solicitation, no later than 4:00 p.m. EST, on Thursday, April 13, 2017. Proposals received after the due date and time are late and shall not be accepted by the Agency, except as provided under New York City's Procurement Policy Board Rules.
