Jamal Othman is the Assistant Commissioner for Education, Employment and Entrepreneurship at DVS. In this role, he is responsible for leading the Department's city-wide campaign to connect veterans and their families with employment opportunities, educational resources, financial services, and business opportunities. More specifically, Othman will lead the NYC Veteran Business Leadership Consortium (VBLC), consisting of a city-wide network of consortium partners and veteran business owners tasked with supporting public and private procurement opportunities; and build an outreach team of Veteran Service Officers that will deploy to communities city-wide to inform, educate, and assist with veteran benefits and other resources.
Othman brings over ten years of diverse state and municipal experience to DVS and previously served as the Deputy Director for the NYS Division of Veterans Affairs where he oversaw the downstate operations for the State's Veteran Service Officers. In this capacity, he also managed a portfolio of projects, including the NYS Troops to Energy Jobs, a consortium of utility providers committed to hiring veterans into the State's energy sector, and the NYS Strike Force initiative: a partnership with the U.S. Department of Veterans Affairs (VA) to reduce the backlog of disability claims in NY.
Othman began his career in public service as a policy analyst for the NYC Department of Citywide Administrative Services (DCAS), serving in varying roles and disciplines, including strategic planning, civil service, and space planning. He later served as a project executive, coordinating a portfolio of projects for the Office of the Deputy Mayor for Economic Development where he oversaw street reconstruction and streetscape improvements. Othman was later tasked with providing operational leadership for the NYC Mayor's Office of Veterans' Affairs (MOVA) as its Chief of Staff where he developed and launched the City's first Veteran Service Officers initiative. In this position, his leadership immeasurably strengthened MOVA's capacity for engaging productively with key internal and external stakeholders, a timely and essential contribution to the foundation upon which DVS is now being built.Othman holds a Master's degree in Public Administration from Baruch College's School of Public Affairs at the City University of New York and a Bachelor of Arts degree from St. Francis College in Brooklyn, NY. A proud Marine veteran, he deployed on Operation Joint Endeavor in Bosnia-Herzegovina during 1996-97.
