REMINDER: Building Owners Must Complete Required Periodic Inspection of Gas Piping Systems

As mandated by Local Law 152 of 2016, owners of buildings located in Community Districts 1, 3, and 10 in all boroughs must submit to the Department of Buildings a signed and sealed GPS2 : Gas Piping System Periodic Inspection Certification through our online portal by December 31, 2020 and within 60 days of the inspection. Please note: one- and two-family homes in New York City are exempt from this inspection reporting requirement.

What does this inspection certification cover?
Buildings containing a gas piping system, must have a licensed master plumber, or a non-licensed master plumber under the supervision of a licensed master plumber, perform an inspection of exposed gas piping in non-tenant spaces and certify whether conditions requiring correction were identified in the Gas Piping System Periodic Inspection Report provided to the owner and whether more time is needed to correct those conditions. For buildings without a gas piping system, a registered design professional must certify that the building contains no gas piping system. Failure to file the Gas Piping System Periodic Inspection Certification by the corresponding deadlines will result in a civil penalty of $10,000.

Certification deadlines are based on community districts. To identify your community district in order to figure out your building's deadline, search by address at communityprofiles.planning.nyc.gov.

Make the Correction: Effective October 3, 2020, there is an increase in DOB civil penalties for buildings, other than one- and two-family dwellings, that fail to file an acceptable Certificate of Correction for an Immediately Hazardous Class 1 Summons (AEUHAZ). See the full Service Notice.

Additional Penalty Payments Moved Online: Beginning November 2, 2020, Immediately Hazardous (AEUHAZ) and Benchmarking Violation civil penalty payments can no longer be mailed in and must be submitted in eFiling. Payments received by mail after this date will be returned to the sender with instructions to pay online. Need more information on how to pay these civil penalties online? Refresher Training Renewal Requirements Resume: Rigging, scaffold, and concrete safety refresher training cards and certificates that expired during the time period covered by Executive Orders 120 and 149 must be renewed by November 9, 2020. Certain Plan Reviews May Not Require Appointment: As of October 15, 2020, disapproved Buildings Information System (BIS) jobs, resubmissions and Post Approval Amendments (PAAs) reviewed by DOB plan examiners may not require an appointment. For disapproved BIS jobs on or after this date, applicants will receive a disposition in eFiling, and a message in both BIS and eFiling indicating if an appointment is required. All PAAs for plan examined jobs submitted after October 15, 2020 will have a first review without the need for an appointment.
