Local Law 84 Outreach & Training

Local Law 84: Benchmarking (LL84) outreach provides online resources for building owners and property managers seeking assistance in meeting benchmarking requirements. Additionally, private consultants are available for hire to complete the benchmarking on behalf of property owners.

Greener, Greater Buildings Plan Digests
The Mayor's Office of Sustainability (MOS) periodically compiles "Greener Greater Buildings Plan Digests," which contain quick reminders and advisories regarding the four local laws of the Greener, Greater Buildings Plan. Previous editions are available on General GGBP Outreach & Training.

To be added to the email list and start receiving GGBP Digest email updates, send an email with subject line "Please add to mailing list" to GGBPdigest@cityhall.nyc.gov.

ENERGY STAR Portfolio Manager

The U.S. Environmental Protection Agency’s (EPA) free online benchmarking tool is called ENERGY STAR Portfolio Manager. It is used to log energy and water use and to submit a compliance report to the City to comply with Local Law 84.

For additional assistance, trainings are available for the benchmarking tool:
Benchmarking Starter Kit – Information for getting started
Portfolio Manager Overview – Information about the tool and its features in more detail
Live and Self-Guided Training – Live web conference schedule, animated tutorials

Urban Green Council
The Urban Green Council (New York chapter of the U.S. Green Building Council) created a useful checklist called "Compliance Checklist & User's Guide, version 3.0" (in PDF) to assist with LL84 compliance. This has been updated to reflect changes in the Portfolio Manager reporting tool. Also, please visit the Urban Green Council benchmarking web page.

NYSERDA FlexTech Consultants

NYSERDA has approved a list of firms to deliver the services of benchmarking. Certain non-residential building owners may also participate in FlexTech to receive 50 percent funding off of the costs benchmarking.
