NYC Workforce Development Board Releases Draft of WIOA Local Plan for New York City 2017 to 2020

Today, the New York City Workforce Development Board published a draft of its Local Plan. The Plan is available here. This Plan, required by the federal Workforce Innovation and Opportunity Act (WIOA), covers WIOA programming across New York City. The Local Plan is a requirement for all local boards stipulated by the federal WIOA and includes questions regarding local area labor market information, program services, and strategic priorities to which all local boards must respond. The document contains several sections, including the WIOA Local Plan, which is approximately 20 pages, and two Appendices which total more than 90 pages. The Board welcomes feedback on any and all components of this Local Plan document.
There are two avenues for providing feedback:
- Provide written feedback no later than January 12, 2018: The Board staff has set up a form for collecting feedback on the Local Plan. Please use the form linked here.
- Attend a public information session on January 5, 2018: The New York City Employment and Training Coalition is partnering with the Board to convene this session, which is meant to solicit substantive feedback on the plan. This session will be held:

Mayor de Blasio Announces New Executive Director for Mayor’s Office of Workforce Development
Barbara Chang has over 30 years of nonprofit management experience in the NY-metropolitan area. She is currently CEO of Code to Work, a new employer-focused nonprofit venture whose mission is to seed greater diversity in the IT sector by introducing qualified diverse job candidates to employers through a skills-based hiring approach. Prior to CTW, she served as Executive Vice President of Per Scholas, the largest IT workforce development organization in New York City, overseeing fundraising and the training program. Chang also was the CEO of NPower National and Executive Director of NPower New York. The NPower network was a federation of 12 locally-based nonprofits dedicated to helping other nonprofits use technology effectively in their communities. In that capacity Chang oversaw affiliate growth and financial stability as well as initiated service delivery standardization across the federation. The network annually sustained an overall budget of over $20 million. Barbara also held senior leadership positions at the Primary Care Development Corporation in New York City and Planned Parenthood in Nassau County. She holds a Masters in Administration from the University of North Carolina – Chapel Hill and a B.A. from Johns Hopkins University.

Mayor de Blasio today announced Barbara Chang as the new Executive Director of the Mayor’s Office of Workforce Development (WKDEV). Chang brings over 30 years of non-profit management experience to WKDEV, an office established by the Mayor to serve as the coordinating entity for the City's workforce initiatives. As Executive Director, Chang will be responsible for engaging leaders from the private sector, public agencies, labor unions and community-based organizations to help New Yorkers build skills employers seek for in-demand occupations. Chang also will play a key role in steering the City’s Workforce Development Board and the Center for Youth Employment. She is set to begin her new role May 2, 2016.
HRA Releases Career Pathways RFPs
HRA’s approach is closely aligned with the recommendations of the Mayor’s Career Pathways: One City Working Together report, and is a part of the overall conversion of the City’s workforce development programs into a “career pathways” model that emphasizes helping New Yorkers build long-term careers. It also uses a sector-based approach, meaning it focuses on jobs and skills related to industries that are growing and provide living-wage employment. The new HRA Employment Program is part of a two-year plan approved by the State Office of Temporary and Disability Assistance.

Mayor Bill de Blasio announced today the City is building a new employment program that will assess public assistance applicants and recipients’ skills, interests and employment barriers to connect them with the jobs, training, education or services most likely to help each of them build a career and permanently transition from public assistance. To implement the new program, the New York City Human Resources Administration issued three Requests for Proposals (RFPs) for employment contracts. The RFPs include CareerCompass, YouthPathways, and CareerAdvance.
NYC Workforce Development Board Issues Policy Recommendations in Response to the New York State WIOA Combined Plan

Today, the NYC Workforce Development Board (WDB) submitted policy recommendations in response to the WIOA State Combined Plan, drafted by the New York State Departments of Labor and Education. The State Plan represents New York State's vision for the workforce development system and the strategy for aligning and coordinating federal adult education, training, and employment programs. New York City's comments reflect its position as an early adopter of several of the critical new elements contained in WIOA, including career pathways, sector strategies, and industry partnerships.

WKDEV Sets Guidelines for NYC TechHire Grant Applications

In March 2015, President Obama announced the launch of the administration's TechHire Initiative, and in parallel, committed $100 million to expanding accelerated tech trainings across the country. Later in November, the U.S. Department of Labor released the application and guidelines for the $100 million in H-1B funds, including at least $50 million dedicated to supporting young Americans, aged 17-29, with barriers to employment. TechHire mirrors the City's Tech Talent Pipeline's commitment to providing innovative opportunities for young people in technology. WKDEV anticipates a number of New York City technology workforce development entities will apply to the funding opportunity and has set up a special guidelines for those entities to secure the City's support of their application to ensure the highest quality outcomes.

City Marks Significant Progress in Key Areas One Year After Release of Career Pathways Report

One year after Mayor de Blasio released the Career Pathways report laying out the administration's vision to transform workforce development, the City announced significant progress in several key areas of the report. The City has nearly doubled its investments in workforce training over two years, significantly increased investment in "bridge" programs, and launched HireNYC, the largest targeted hiring program in the nation. The report was released in conjunction with a symposium hosted by the Center for an Urban Future and NYU Wagner, entitled "Career Pathways, One Year Later". Deputy Mayor for Housing and Economic Development Alicia Glen provided the keynote address. The event featured a panel including DavidBolotsky,UncommonGoods; Katy Gaul-Stigge,NYC Office of Workforce Development; Patricia Jenny,New York Community Trust; Sharon Sewell-Fairman,Workforce Professionals Training Institute; and Julie Shapiro,The Door.

Board member Paul Ortega's company, Swiss Post Solutions, was recently ranked by Vault – and publicized by Forbes – as having one of the top 50 internship programs in the nation. The Leadership Academy, the company's internship program, recruits more than 90% of its interns from DYCD programs. The program provides 12 weeks of hands on experience and weekly workshops related to management, teamwork, productivity, and personal development. Swiss Post Solutions runs the program in the New York City, Washington D.C., Los Angeles, and Chicago metropolitan areas.
De Blasio Administration Launches HireNYC to Help New Yorkers Access Jobs Through The City's Purchases and Investments

Delivering on a commitment outlined last November in the Career Pathways: One City Working Together workforce development plan, Mayor de Blasio today launched HireNYC, the largest and most impactful targeted hiring program in the nation, to help New Yorkers access training and jobs through the City's purchases and investments. HireNYC will ensure that large contracts which make up over 90 percent of the City's non-emergency spending, as well as construction and development investments, will help provide New Yorkers with access to thousands of jobs, ranging from jobs like security guards and administrative assistants to design coordinators and project managers.

New NYC Workforce Development Board Appointed

The new federal workforce law, the Workforce Innovation and Opportunity Act (WIOA), requires that local areas streamline their Board membership and meet new composition requirements. WIOA reauthorizes a number of federal workforce programs and offers the opportunity to improve strategies to meet and respond to the needs of jobseekers, workers, and employers. The new law also creates a mandate to implement Career Pathways, create Industry Partnerships, and develop contextualized education and training programs which align to in-demand and growth sectors, all major priorities of the City's workforce strategy. In September, the Mayor's Office of Appointments confirmed the new composition of the Workforce Development Board. The Board consists now of 39 total members, with nearly 60% representing private-sector businesses. These businesses reflect a diversity of economic sectors: members span over three quarters of all active sectors in the city. Additionally, the business members are concentrated in the six sectors targeted in the City's Career Pathways report: 70% of business members fall into Healthcare & Social Assistance, Technology, Construction, Industrial, Retail, or Food Service & Accommodation. The 16 new members of the Board include eight from private-sector businesses, three from labor organizations, and three from community-based nonprofit organizations.
