Jocelynne Rainey is the Chief Administrative Officer, Executive Vice President of Human Resources and Workforce Development for the Brooklyn Navy Yard Corporation (BNYDC), not-for-profit corporation that manages and develops the Brooklyn Navy Yard as an urban industrial park. Jocelynne has successfully lead the human resources function in the for-profit and non-profit sectors for over 15 years. Jocelynne began her career with Non- profit health care agency Independent Living Association in 1992, located in Brooklyn New York as the Director of Training and Development. She then entered the for–profit sector with as Regional Human Resources Representative with industry giant Boar’s Head Provisions. Prior to her most current position she was the Human Resources Director for Specialty Food Retailer Agata & Valentina.

As the Chief Administrative Officer, Executive Vice President Jocelynne is responsible for all Human Resources activities and Workforce Development at the Brooklyn Navy Yard. As a Human Resources professional with strong connections to the community Jocelynne is committed to the employment of New Yorkers. Jocelynne is a member of several communities based organizations.
Jocelynne holds a B.S. degree from Southern Connecticut University and a M.S. degree from Audrey Cohen College, Jocelynne resides in Brooklyn with her husband Dr. Perry C. Rainey a NYC Department of Education Administrator and their two Sons.
