MAYOR GIULIANI'S STATEMENT ON COMPTROLLER'S REFUSAL
TO REGISTER WELFARE-TO-WORK CONTRACTS

Today the Comptroller acknowledged that he lacks the authority to block this Administration's welfare-to-work contracts, and acknowledged that he would be defeated in court if he tried.

We are going ahead and having the contracts registered. Almost half of the Comptroller's own contracts that are procured under City rules were done by negotiated acquisition. The Comptroller's motivations here are purely political and his allegations are phony. These are excellent contracts that will move thousands of people from welfare to work.
