STATEMENT FROM MAYOR GIULIANI CONCERNING
RECENT LEADERSHIP DISCUSSIONS IN THE
NEW YORK STATE ASSEMBLY

"While I have taken no position on matters which are purely the province of the Members of the New York State Assembly, Speaker Silver's continued service as leader of the New York State Assembly will assist the City in its continued legislative matters.

"Although there have been disagreements with the Assembly over the past 6-1/2 years, there has also been significant agreement with the State Assembly and Speaker Silver. The City, in partnership with Speaker Silver, has achieved landmark legislative successes including school governance reforms, the Transitional Finance Authority, the removal of principal tenure as well as the permanent removal of sales tax on clothing items of less than $110. The latter initiative was a matter on which Speaker Silver and I worked closely.

"Many of these matters are unique to the City of New York and their enactment was no doubt made easier by the leadership structure that was sensitive to the needs of the City. That structure includes Shelly Silver as Speaker, Joe Bruno as Majority Leader of the Senate and George Pataki as Governor."
