MAYOR RUDOLPH W. GIULIANI APPOINTS FOUR
JUDGES AND REAPPOINTS ONE

Mayor Rudolph W. Giuliani today appointed three judges to the Criminal, one to the Civil Court, and reappointed one to the Family Court.

"The continuing excellence of New York City's judicial system is dependent upon judges who uphold the highest standard of integrity and professionalism," Mayor Giuliani said. "Throughout their careers, the five men and women whom I am appointing today have demonstrated that level of integrity and professionalism. With several decades of combined public service between them, I am confident these judges will dispense justice fairly and will prove themselves deserving of the trust the public has vested in them."

The Mayor appointed the following attorneys to the Civil and Criminal Courts today:

John W. Carter- Criminal Court

John W. Carter has served in the New York County District Attorney's Office for the past 13 years. Mr. Carter began his legal career in private practice as a litigation associate at Weil, Gotshal & Manges and remained there for five years until he joined the New York County District Attorney's Office. Most recently, Mr. Carter was part of the prosecution team that won the convictions of Sante and Kenneth Kimes. An active member of the community, Mr. Carter is Vice President of Crossroads Middle School Parent Association, a member of the board of directors for the Morningside Heights Housing Corporation and a member of the Metropolitan Black Bar Association. A 1982 graduate of Columbia University School of Law, he is also a member of the City College and Columbia Law School Alumni Associations.

Gerald Harris - Criminal Court

Gerald Harris began his career in the criminal courts, after graduating from law school in 1962 as an assistant district attorney for New York County. In addition to his work at the New York County District Attorney's office, Mr. Harris also served as counsel to the New York City Department of Buildings and as County Attorney for Westchester County.

Additionally, Mr. Harris has significant private sector experience. He was an associate and later partner, at Rubin Wachtel Baum & Levin, where he practiced for 25 years. Mr. Harris has held numerous public interest positions, most recently serving as the Deputy Commissioner and General Counsel for the City Administration for Children's Services, and prior to that as Executive Director of the Mayor's Commission to Combat Police Corruption. He has been an active member of the American Bar Association and the Association of the Bar of the City of New York. Mr. Harris is a graduate of the New York University School of Law.

Seth L. Marvin - Criminal Court

Seth L. Marvin began his career in 1981 as an assistant District Attorney in the Bronx, specializing in appellate work. From 1984 to 1986 he was a supervising attorney for mental health issues, and during that time argued People v. Escobar, a seminal case in this area of law. During 1984 and 1985 Mr. Marvin was also an instructor for the North Bronx Adult Education System's Paralegal Program. From 1986 to 1989 Mr. Marvin worked in private practice. Returning to the public sector in 1989, he became an assistant U.S. Attorney for the Eastern District of New York. Since 1996, Mr. Marvin has been co-chair of the Bankruptcy Fraud Working Group for the Eastern District of New York and has taught and lectured at several law schools. Seth Marvin is currently a member of several organizations, including the American, New York and New Jersey Bar Associations. Mr. Marvin is a graduate of St. John's University School of Law.

Susan K. Knipps- Civil Court

Susan K. Knipps began her career as a law clerk for the Hon. Charles E. Stewart, Jr. of the U.S. District Court for New York's Southern District, serving from 1981-1983. From 1983 to 1987, she worked in private practice before joining the Legal Aid Society's Juvenile Rights Division, where she remained for the next five years. A staff attorney at Legal Aid, Ms. Knipps worked first at the King's County Trial Office and then the Appeals Bureau where she was made Assistant Director of Training. She returned to the judiciary in 1992 as the Principal Court Attorney for Family Court Administrator the Hon. Kathryn McDonald, and thereafter for the Hon. Michael Gage, the Family Court Administrative Judge. Most recently she served as the Deputy Counsel to Chief Justice of the State of New York, Judith S. Kaye. Ms. Knipps is a published legal scholar and has served on many City and State advisory boards and commissions dealing with children and families in the legal system including the Mayor's Commission for the Foster Care of Children. She is active with the Association of the Bar of the City of New York and serves on numerous committees and subcommittees. Susan K. Knipps graduated from Yale Law School in 1981.

Judge Paul H. Grosvenor- Family Court

The Mayor also reappointed Judge Paul H. Grosvenor to the Family Court. Judge Grosvenor began his legal career working for Brooklyn Legal Services Corporation B. In late 1982 he began working in the Family Law Unit and the following year he was appointed managing attorney of the Family Law Unit and remained there until 1984. From late 1985 to 1990 he was a Family Court Examiner in Brooklyn. In 1990 he was appointed to the Family Court Bench. Last year he was designated the Family Court Supervising Judge in Kings and Richmond Counties. He is an active member of the Association of the Bar of the City of New York and is also a member of the Brooklyn Bar Association and the New York State Bar Association. Judge Grosvenor is a graduate of St. John's University School of Law.
