MAYOR GIULIANI SIGNS BILL NAMING BROOKLYN STREET AFTER THE REVEREND DOCTOR FREDDIE M. FOY

Remarks by Mayor Rudolph W. Giuliani at Public Hearing on Local Laws


The last bill before me, Introductory Number 767, sponsored by Council Member Boyland, would add the name "Rev. Dr. Freddie M. Foy Avenue" to Ralph Avenue, between Atlantic Avenue and Eastern Parkway, in Brooklyn.

Dr. Freddie Foy was born in Charleston, South Carolina on February 2, 1905. In the 1930s he came to New York City and settled in Brooklyn, where he joined the First Baptist Church. In 1950, Dr. Foy began training to become a minister. After his ordination in 1952 he was named pastor of Brooklyn's Mount Zion Baptist Church. During his 47 years of pastoral service, Dr. Foy received numerous awards in appreciation for his work.

Unfortunately, on November 6, 1995, Dr. Freddie M. Foy died.

In recognition of Reverend Foy's 47 years of pastoral service to his church and his community, it is fitting that Ralph Avenue, between Atlantic Avenue and Eastern Parkway, be named "Rev. Dr. Freddie M. Foy Avenue."

For the reasons previously stated, I will now sign the bill.
