MAYOR GIULIANI SIGNS BILL REQUIRING DEPARTMENT OF SANITATION AND
TRADE WASTE COMMISSION TO CONDUCT COMPREHENSIVE STUDY
OF CITY'S COMMERCIAL SOLID WASTE MANAGEMENT SYSTEM

Remarks By Mayor Giuliani at Public Hearing on Local Laws

The next bill before me is Introductory Number 842, sponsored by Speaker Vallone, in conjunction with my Administration. The bill would require the Department of Sanitation, in consultation with the Trade Waste Commission, to conduct a comprehensive study of the City's commercial solid waste management system.

With the Solid Waste Management Plan modification I just signed, the City has addressed its plans for the disposal of the municipal waste collected by the Department of Sanitation. This legislation will begin the City's planning for the disposal of commercial waste collected by private carters.

The study will examine the potential environmental, economic and public health impacts on communities where commercial waste transfer stations are located. The study will also cover the process for granting transfer station permits, and determine whether the City's current enforcement efforts against illegal transfer stations and private carters are adequate. The bill also requires the City to submit the study to the City Council for review.

This legislation is a complement to the Solid Waste Plan Management modification. The study that this bill will produce will give the City valuable guidance in its efforts to create a cost-effective and environmentally sound system for commercial waste disposal.

For the reasons previously stated, I will now sign the bill.
