MAYOR GIULIANI ANNOUNCES THAT HEALTH AND HOSPITALS CORPORATION CHAIRPERSON DR. ROSA GIL HAS ACCEPTED A POSITION AT CUNY

Mayor Rudolph W. Giuliani today announced that Rosa M. Gil, DSW, who has served as Special Advisor to the Mayor for Health Policy and as Chairperson of the New York City Health and Hospitals Corporation (HHC) for the past four years, will leave the Administration to accept a position at The City University of New York (CUNY) as University Dean for Health Sciences.

"Rosa has been instrumental in our City's health care accomplishments in areas such as Medicaid Managed Care, mental health, HIV-AIDS, substance abuse and primary care," Mayor Giuliani said. "Rosa, together with HHC President Dr. Luis Marcos and fellow Board Members, enacted policies that restructured HHC, increased accountability through performance-based contracts, improved performance oversight, reduced expenses, maximized revenues, and improved the quality of health care. I wish her well in her new position at CUNY."

Dr. Gil said, "I want to express my deep sense of gratitude to Mayor Giuliani for the opportunity to work in his Administration. It has been a pleasure and an honor to be a member of a team that has changed the way health care services are provided in New York City. I am convinced that this Administration, more than any other, has been steadfastly dedicated to improving health care services for all the residents of this City."

During Dr. Gil's tenure as Special Advisor for Health Policy, the Giuliani Administration significantly improved the delivery of health care services. The mandatory Medicaid Managed Care program enrolled 115,000 persons, during the first phase of the five phase program that targets mandatory managed care enrollment by zip code. Successful state funding negotiations led to greater access to housing for persons with mental illness. HIV-AIDS funding increased from $96.7 million in 1999 to $107.6 million in 2000. New York City saw a dramatic increase of more than 300,000 primary care visits. The City's small business community gained greater access to health insurance. And in the area of behavioral health, patients suffering from substance abuse and mental illness can now receive integrated primary care services and behavioral health services, employment training and job placement.

As Chairperson of the NYC Health and Hospitals Corporation, Dr. Gil led successful negotiation with the federal and state government so that HHC would receive $500 million during the implementation of Medicaid Managed Care program.

As a result of a national search, Dr. Gil was selected by a distinguished group of academics for the University Dean for Health Sciences position. In this capacity, Dr. Gil will provide the leadership and broad vision to expand health programs at CUNY.
