"Today we honor the memory of two police officers who made the ultimate sacrifice while courageously serving their fellow New Yorkers," the Mayor said. "Police Officer David Regan and Police Officer John Kelly leave behind a legacy of courage and devotion that will always burn brightly in the hearts of those whose lives they touched. The values they cherished -- a dedication to public service, commitment to helping others, and bravery in the face of danger -- should serve as an model for all who follow in their footsteps. These plaques on the Memorial Wall will remind everyone who passes by of their heroism and devotion to this City."
Police Commissioner Bernard B. Kerik said, "Today the NYPD family must once again join together and add two more names to those that have given their lives in service to this City. Police Officer David Regan and Police Officer John Kelly never knew each other, but they shared the same extraordinary qualities of bravery, valor and unwavering sacrifice. From this day on, every visitor, school child, and police officer that gazes upon this wall of honor will see their names and will know their courage and will find inspiration in their example. David Regan and John Kelly are our heroes today and everyday, and they will never be forgotten."
Police Officer Regan was killed in the line of duty on July 17, 2000. Officer Regan, who had been on the force for over a year and a half, was killed when his marked vehicle collided with a newspaper truck while he and his partner were responding to a 911 report of a shotgun blast. Officer Regan's partner, Officer Kenneth Waszak, was seriously injured in the accident, suffering a broken spine. Officer Regan is survived by his parents and two brothers.
Police Officer Kelly, an eight-year veteran, was killed after his unmarked vehicle crashed into a telephone pole while pursuing a motorcycle with stolen plates. The motorcyclist fled the scene. Officer Kelly left behind a wife, who is also a New York City Police Officer, and two young sons. He is also survived by six brothers, three of whom are New York City Police Officers.
This annual Memorial Service is held to honor members of the service who lost
their lives in the line of duty during the previous year. Family members of
officers slain in the line of duty in previous years also attend the ceremony,
during which the new plaques are unveiled.
