Throughout this process, it is the City that has bargained in good faith, while the teachers' union has tried to negotiate a contract through the press. The fact that the City was able to reach an agreement with its largest municipal union -- which was ratified by over 97 percent of the membership -- and reach agreements with nine other unions, is the best evidence of the City's commitment to collective bargaining. It's sad that the union continues to reject any agreement that would bring about real reform -- and accountability -- in the school system.
