MAYOR GIULIANI ANNOUNCES APPOINTMENT OF JAMES F. HANLEY AS COMMISSIONER OF THE OFFICE OF LABOR RELATIONS

Mayor Rudolph W. Giuliani today announced the appointment of James F. Hanley as the city's new commissioner of the Office of Labor Relations. Commissioner Hanley has served as Acting Commissioner since November 1995.

"Jim comes fully prepared to take on a most challenging post in city government," said Mayor Giuliani. "He has a wealth of experience in developing and implementing policy on a wide variety of difficult labor issues -- having worked at all levels of management in the Office of Labor Relations for the past 24 years. He has been an integral part of my negotiating team, serving as First Deputy to Randy Levine, and has negotiated virtually every agreement the City of New York has with its various unions. I can not think of more capable hands to keep a rein on the Office of Labor Relations."

At the Office of Labor Relations, Commissioner Hanley managed a comprehensive labor policy, introducing productivity and cost-savings initiatives developed and implemented to maximize the city's resources. He has been directly responsible for the administration of the agency including supervision of the budget and all personnel and disciplinary actions.

The Office of Labor Relations negotiates, implements, and interprets all the collective bargaining agreements covering approximately 65,000 uniformed force members, and over 200,000 civilian employees in mayoral and non-mayoral agencies.

As Commissioner of the Office of Labor Relations, Hanley represents the Mayor in all labor relations matters affecting the City and its labor organizations including the Office of Collective Bargaining (OCB). He conducts all labor relations between the City of New York and labor organizations representing employees of the City. Additionally, he administers the Health Insurance Program, the Management Benefits Fund, the Central Employee Assistance Program, the Deferred Compensation Plan and the Medicare Reimbursement Program.

Commissioner Hanley earned a Bachelor of Science degree from St. Peters College in 1971. He has been a lifelong resident of Staten Island, currently residing there with his wife Elizabeth, and his children, Liam, Matthew, and Terence.
