MAYOR OFFICIALLY OPENS NORTH SHORE ESPLANADE WALKWAY AND PLAZA OVERLOOKING BAY IN STATEN ISLAND

NEW YORK CITY (Staten Island) -- Mayor Rudolph W. Giuliani announced today the completion of construction and the official opening of the North Shore Esplanade, a walkway connecting the St. George Ferry Terminal -- by way of the country's first U.S. Coast Guard Lighthouse Depot site -- to the existing Bay Street Landing Esplanade in Staten Island.

The project, which was overseen by the New York City Economic Development Corporation (EDC), began late last summer and was completed in July. It includes a half-mile walkway that varies in width from 16 feet to 130 feet and offers enhanced pedestrian access to the ferry terminal and the waterfront. A lower level walkway through the former U.S. Coast Guard Lighthouse Depot opens into a 130-foot-wide, multi-purpose community Plaza. The esplanade is handicapped-accessible.

"It is a pleasure to celebrate both the commencement and completion of such a wonderful project in less than one year," said Mayor Giuliani. "The North Shore Esplanade serves as a warm welcome to both residents and tourists and enhances the potential for increased business activity in this area. It is a perfect example of the many initiatives the City is undertaking to afford the residents of New York City and our visitors safe and convenient access to the wonderful sights and sounds that make this the most unique and exciting city in the world."

The esplanade also includes a new bridge and tower structure that provides pedestrian access to the lower level esplanade from the existing bus ramp. The new structure was designed by Siah Armajani and funded through the New York City Department of Cultural Affairs Percent for Art Program. Armajani recently designed the Bridge and Torch Tower for the 1996 Olympics in Atlanta.

"The North Shore Esplanade represents a marvelous opportunity for Staten Island to capitalize on its attractive shore front, which offers a dramatic view of the New York Harbor and a picture-postcard snapshot of the New York City skyline," Staten Island Borough President Guy Molinari said. "Since its completion, the esplanade has become a favorite spot for residents and business people to enjoy lunch or just relax and talk. The North Shore Esplanade represents the type of economic development initiatives that can have a significant impact on the borough. The esplanade encourages tourists to step off the ferry and explore dozens of attractions Staten island has to offer."

Deputy Mayor for Economic Development and Planning Fran Reiter said: "Improving the quality of life in New York City has been and remains one of Mayor Giuliani's's top priorities. As a result of this project, Staten Island has a beautiful waterfront esplanade that will add to the quality of life, help strengthen the local economy and attract business."

EDC President Charles Millard said: "We are confident that this project will stimulate interest in further redevelopment at this site. The Mayor's commitment to enhancing the North Shore area is sure to attract more private investment and serve as a catalyst for greater economic development. I'm proud that my staff was able to see that this project was completed quickly and well. It's a pleasure to contribute to this effort to shore up the North Shore and its economy."

The construction budget for the project was approximately $6 million. EDC managed the project and the Tishman Construction Corporation of New York served as construction manager.
