MAYOR GIULIANI APPOINTS DR. ROSA M. GIL AS CHAIR OF THE HHC BOARD
AND AS SPECIAL ADVISOR TO THE MAYOR FOR HEALTH POLICY

Mayor Rudolph W. Giuliani today appointed Dr. Rosa M. Gil as Chair of the Board of Directors of the New York City Health and Hospitals Corporation and as Special Advisor to the Mayor for Health Policy. She will succeed Maria Mitchell who is leaving the Administration to return to the private sector.

"Dr. Gil brings to the top health position in my administration outstanding credentials in creating policy and management of public hospital systems. In addition to her impressive career at the Health and Hospitals Corporation, she also has considerable private sector and non-profit sector experience that will serve the City extremely well," said Mayor Giuliani. "In the academic field, she has distinguished herself as a Columbia University Professor of psychiatric social work, and as a national authority in cross-cultural issues in health care and social work practice, and in the delivery of mental health services to Hispanics and immigrants."

"Dr. Gil has shown tremendous leadership in planning, re-engineering and implementing change for integrated health care delivery models in the new marketplace of managed care. I have no doubt she will be an effective health care advocate and a creative leader of our changing hospital systems," said Mayor Giuliani.

Dr. Gil's responsibilities will include advising Mayor Giuliani on the formulation of health policy for the City of New York, the development of policy for the New York City Health and Hospitals Corporation, re-engineering and implementing reform in public hospitals and clinics, as private hospital competition for medicaid and medicare patients increases in today's managed care landscape. She will also advise the Mayor on the implications that federal and state health care legislation have for the residents of New York City.

Dr. Gil will also coordinate inter-agency health-related affairs for the Department of Health, the Health, Hospitals Corporation, and the Department of Mental Health, Mental Retardation and Alcoholism Services. She will oversee the Office of Managed Care to ensure access and quality of care for New York City residents who receive medicaid.

Dr. Gil, 55, immigrated to the United States as a Cuban refugee in January, 21, 1961. She flew from Havana, Cuba to New York City with $5 dollars in her pocket, and has resided in New York City ever since.

A resident of Queens, Dr. Gil received her Doctorate in social welfare from Adelphi Univerisity in 1980 with a concentration in health policy, planning and administration. Previously, she received a Masters degree in social work from Fordham University.
