MAYOR GIULIANI APPOINTS GREGORY MARK CALDWELL
DEPUTY COMMISSIONER FOR AIDS SERVICES AND INCOME SUPPORT AT HRA

Mayor Rudolph W. Giuliani today announced the appointment of Gregory Mark Caldwell as Deputy Commissioner for the Division of AIDS Services and Income Support (DASIS) at the Human Resources Administration. Prior to this appointment, Mr. Caldwell held the position of Director of AIDS Housing at the Mayor's Office of AIDS Policy Coordination.

"In this new capacity, Mr. Caldwell will continue his service to the City of New York," said Mayor Giuliani. "He brings to this assignment broad experience, knowledge and commitment to addressing the needs of people with AIDS and HIV.

"We are committed to providing the highest quality of social services to those living with AIDS," said the Mayor. "The restructuring of the Division of AIDS Services and Income Support, undertaken by this administration last year, will ensure expedited access to essential social services needed by Medicaid-eligible persons living with AIDS or advanced HIV illness."

"I am honored to continue serving the City of New York and assisting this administration to fulfill its commitment to persons with HIV/AIDS," said Mr. Caldwell. "I look forward to fulfilling the mission with which I have been entrusted."

Michael T. Isbell, associate executive director of the Gay Men's Health Crisis said, "The Division of Aids Services has long been the linchpin in the City's HIV care infrastructure. We've long had a warm working relationship with Gregory Caldwell. Through his work with the Ryan White Planning Council, he has experienced the important benefits of a public/private partnership to fight AIDS. We look forward to working with him in his new position, in order to ensure that New Yorkers with AIDS receive the services they need to survive."

Mr. Caldwell has served with distinction in the Mayor's Office of AIDS Policy Coordination. In 1993, he served as Regional Administrator of the Housing Opportunities for Persons with AIDS (HOPWA) where he was responsible for the administration of programmatic and fiscal requirements of the City's HOPWA grants totaling $110 million grant. He is a member of the New York State AIDS Housing Advisory Task Force and the HIV Health and Human Services Planning Council of New York.

In his new position, Mr. Caldwell's primary goal is to ensure that DASIS improves service delivery to its clients. With this focus, he will oversee automation of the program, formalizing the organization and its policies and procedures, and developing and enforcing measures and standards for service delivery.

The mission of DASIS is to provide expedited access to essential social services to Medicaid-eligible persons living with AIDS or advanced HIV illness and their families. Services include public assistance benefits, housing with supportive services, home care, specialized services for families and crisis intervention. Through DASIS, the City is committed to services for people with HIV/AIDS that are effective, efficient and of high quality.
