MAYOR GIULIANI ANNOUNCES FOUR MAJOR
MANAGEMENT APPOINTMENTS

Mayor Rudolph W. Giuliani today announced four major management appointments that will be filled by veteran administrators now serving in the Administration.

As a result of today's Mayoral action, Donna Lynne will fill the post of Senior Vice-President of the New York City Health and Hospitals Corporation, William P. Carnevale will become the Director of the Mayor's Office of Operations, Dena R. Diorio will fill the post of Executive Deputy Director at the Mayor's Office of Operations and James (Jake) C. Menges will become Director of the Mayor's Office of Legislative Affairs.

"This administration is fortunate to have management talent like this to draw on," Mayor Giuliani said. "All four of these individuals have already proven that they are exceptional managers and administrators. Donna Lynne has provided this administration and others with strong management leadership and has a tremendous grasp of the issues. Bill Carnevale brings more than two decades of experience as a government manager and has taken on several important management tasks in this administration, most recently at the Off-Track Betting Corporation. As our legislative representative with the City Council for the past two years, Dena Diorio has proven herself as a first rate negotiator and manager of the legislative process. As a top aide to Deputy Mayor Randy Mastro, Jake Menges has been effective in helping to formulate some of the administration's legislative goals. These appointments will only add strength to what already is a strong management team."

DONNA LYNNE
As Senior Vice President of the New York City Health and Hospitals Corporation, Ms. Lynne will be involved in Coney Island Hospital privatization, negotiating affiliation agreements with academic medical centers and will handle a variety of labor, personnel and administrative matters for HHC.

Lynne is currently the Director of the Mayor's Office of Operations, where she has successfully directed, planned and coordinated the operations of New York City government, improving service delivery of City agencies, facilitating interagency technology initiatives in the workplace and assuring efficient agency management and accountability. Prior to this, Lynne was Executive Director of the New York Business Group on Health, Inc., a non-profit business and health care coalition serving the New York City metropolitan area.

From 1984 to 1992, Lynne served in New York City government in a number of capacities, including First Deputy Commissioner of the Mayor's Office of Labor Relations, from 1991 to1992. She was Deputy Commissioner and Director of Employee Benefits For the Office of Labor Relations, from 1984 to1991. From 1979 to 1984, she served as Deputy Director of the agency.

Lynne, a candidate for a doctorate in Public Health from Columbia University, received her Bachelor's Degree from the University of New Hampshire and her Master of Public Administration Degree From George Washington University.

WILLIAM P. CARNEVALE
William P. Carnevale has been serving as Executive Vice-President and Chief Operating Officer at the New York City Off-Track Betting Corporation since August 1996.

Mr. Carnevale's 21 years of management experience at several city agencies prepares him to take on one of the most challenging operational posts in city government. The Mayor's Office of Operations plans, coordinates and directs the city's vast network of governmental operations. The Office is charged with improving service delivery ,assuring efficiency and accountability at city agencies, coordinating technology planning and assisting agencies in their re-engineering efforts.

Before joining the Off-Track Betting Corporation, Mr. Carnevale held several top level management posts in city government. He served as Acting Commissioner and First Deputy Commissioner at the City's Department of Personnel, and was a Deputy Commissioner at the City's Department of Housing Preservation and Development and at the City's Human Resources Administration, where he began his career as a social services caseworker in 1968.

Mr. Carnevale holds an MS degree from Columbia University and a BBA from St. Francis College. He and his wife Lynda reside in the Bayside section of Queens with their three children, Elysia, Selena and Gregory.

DENA R. DIORIO
In her new capacity as Executive Deputy Director of the Mayor's Office of Operations, Ms. Diorio will plan, coordinate and direct government operations to improve service delivery and ensure efficient management and accountability. Ms. Diorio will assist agencies in continuing the Mayor's efforts of streamlining and increasing efficiency in City government, and will focus on housing, transportation, environmental affairs, infrastructure and land-use issues.

Ms. Diorio has served as Director of the Mayor's Office of Legislative Affairs since January 1995, supervising the Mayor's local legislative program. She negotiated legislative initiatives, prepared and briefed witnesses testifying before City Council Committees, and supervised the public hearings for Mayoral bill signings. In addition, Dena was responsible for guiding major land-use and capital projects through the complex public review process, and assisted in negotiations on the city budget.

From 1990 to 1995, she worked at the Mayor's Office of Operations where she served as the Deputy Director of Government Operations, Economic Development and Environmental Services, Deputy Assistant Director of the Environmental Services Unit, and as a supervising analyst. In 1989, she was a LaGuardia Fellow at the Department of Sanitation's Bureau of Waste Disposal. Prior to that, She held positions at the New York City Office of Management and Budget and at the New York City Department of General Services.

She is a Graduate of the State University of New York at Plattsburgh and of the Columbia University Graduate School of International and Public Affairs where she got her Masters in Public Policy and Administration.

JAMES (JAKE) C. MENGES
As Director of the Mayor's Office of City Legislative Affairs, Mr. Menges will oversee an office that represents the Mayor and City agencies at the City Council and serves as a liaison between the Administration and the Offices of the Comptroller, Public Advocate, and Borough Presidents. Mr. Menges will also continue to serve as Deputy Mayor Mastro's Deputy Chief of Staff.

As Deputy Mayor Randy Mastro's Deputy Chief of Staff, he oversees all City Agencies and serves as a chief liaison with elected officials and their offices. From January 1996 to September 1996, he was the Chief of Staff for the New York City Economic Development Corporation where he had direct oversight of corporate operations. Mr. Menges joined the Administration in April 1994 and first served as a legislative aide for the Mayor's Office of City Legislative Affairs. In August 1995, he was named Deputy Director of City Legislative Affairs, where he was responsible for the overall operation of the office.

Prior to serving with the Administration, Mr. Menges served as the Deputy Director of Field Operations for Giuliani for New York. From January 1993 to July 1993, he was a Government Relations Aide for Capitol Consultants of Concord, New Hampshire where he monitored House and Senate floor activity. Mr. Menges also served as a Political Associate for Wilson Communications in Alexandra, Virginia.

Jake Menges graduated from New England College, located in Henniker, New Hampshire in 1993, receiving a Bachelor of Arts in political science.
