MAYOR GIULIANI ANNOUNCES TENTATIVE ACCORD
WITH LIEUTENANTS BENEVOLENT ASSOCIATION
Mayor Rudolph W. Giuliani and Anthony Garvey, President of the Lieutenants Benevolent Association, today announced that a tentative settlement has been reached between the City and 1,400 member union that represents Lieutenants in the Police Department.
Subject to ratification, the agreement will be retroactive to August 1, 1995 and will expire September 30, 2000. The settlement is subject to the union's ratification process and reflects an agreement consistent with the pattern established in all earlier citywide civilian settlements, the United Federation of Teachers (UFT), and the tentative settlement with the Uniformed Firefighters Association (UFA). The package includes eliminating a step in the salary schedule and a work schedule conversion.
"I congratulate President Garvey for this milestone agreement that reflects the mutual desire of the parties to engage in cooperative labor relations, and to resolve the contract at the bargaining table," said Mayor Giuliani. "This agreement reflects the City's continuing commitment to fiscal prudence, and the union's commitment to ensure fair treatment and compensation for its members."
The agreement is consistent with the pattern established in all earlier citywide settlements with the unions representing civilians, uniformed and pedagogical employees reached in this round of bargaining, including the Coalition of Municipal Unions, the UFT, and the UFA, and reflects the City's ability to compensate its uniformed force workers for the critical services that they perform.
This settlement was reached through old-fashioned bargaining and the parties were able to address the issues unique to lieutenants -- truly a testament to the collective bargaining process.
The agreement, calls for a 62-month contract with no wage increases for the first twenty-four months. It will provide:
- a wage rate increase of 3% on August 1, 1997,
- a 3% increase on November 1, 1998,
- a 6% increase on October 1, 1999
- an increase of $2.40/day per employee to the annuity fund effective August 1, 2000,
- a lump sum payment to the annuity fund equal to a percentage of salary for certain lieutenants based on date of promotion,
- annual increases of $75.00 to the Welfare Fund for active and retired employees, effective October, 1, 1999,
- elimination of the step in the salary schedule below the maximum step, effective November 1, 1998 for those Lieutenants and Commanders of Detective Squads promoted after June 30, 1990, and
- a reduction in the number of appearances effective November 1, 1998
and October 1, 1999 -- with no reduction in the total number of hours
worked per year.
The package was funded by monies set aside in the labor reserves, savings realized by a change in the pension fund interest assumption rate and a contract extension of two months.
