MAYOR GIULIANI PROPOSES AMENDMENTS TO STRENGTHEN CITY'S LOBBYING LAW

Changes Would Require Faster, More Detailed Reporting By Lobbyists & Wider Public Access To Lobbying Information

Mayor Rudolph Giuliani today announced that he was proposing amendments to the City's lobbying law that would require faster, more detailed reporting by lobbyists and increase the dissemination of public information about lobbyists and their lobbying activities, including posting on the World Wide Web. The amendments will be forwarded to the City Council for action.

"If the City Council approves these amendments, New York City will take the lead in requiring the almost immediate reporting by lobbyists about their lobbying activities," Mayor Giuliani said. " Not only would this measure provide more detailed information on the efforts of lobbyists to influence government policy, it would also require that the City Clerk post the lobbying reports on the World Wide Web within two days of their filing so that the public has the widest possible access to this information."

Under the Mayor's proposal, lobbyists would be required to file a detailed activity report with the City Clerk within two business days of having engaged in lobbying activity. The activity reports would identify the lobbyist, the lobbyist's client, the person and government agency lobbied, the date of the lobbying activity and contain information regarding the subject matter of the lobbying activity. In addition, lobbyists would be required to include more specific information regarding the subject matter they have lobbied on or plan to lobby on in their statements of registration, periodic and annual reports, and activity reports.

Within two business days of receipt of the activity report from a lobbyist, the City Clerk would be required to post the information contained in the report on New York City's World Wide Web site on the Internet.
