MAYOR GIULIANI APPOINTS JASON A. TURNER TO LEAD THE CITY'S HUMAN RESOURCES ADMINISTRATION

Designed Work-Oriented Alternative to Welfare System in Wisconsin

Mayor Rudolph W. Giuliani today appointed Jason A. Turner to lead the New York City Human Resources Administration (HRA), the agency which manages the City’s welfare system and workfare programs.

“Over the past three years, New York City has begun to dismantle a welfare system that offered only dependence and transform it into a system that offers independence, responsibility and opportunity,” Mayor Giuliani said. “As a result of those efforts, we have led the nation in welfare reform, reducing welfare rolls by almost thirty percent and moving 180,000 men and women through our Work Experience Program.

“But much remains to be done. To build on our success, today I am appointing Jason A. Turner to lead the City’s Human Resources Administration. He has gained a national reputation for his work in overhauling the welfare system in Wisconsin and putting an emphasis on moving people from welfare dependence to self sufficiency. I have always believed that the best social program is a job. I am delighted that Jason Turner has agreed to come to New York City and I look forward to working with him as we continue to give those on public assistance the opportunity to work and to support themselves and their families.”

The Human Resources Administration is the City’s major social serves agency and provides income support, employment services, Medicaid, home care services for the elderly and disabled, food assistance, support services for persons with AIDS and HIV-related illness, protective services for adults and crisis intervention programs. The agency employs a staff of 14,000 employees and has a current annual budget of $5.8 billion.

Mr. Turner’s date of appointment is effective February 2, 1998, pending the customary background and conflict of interest checks.
